Job Overview:
The Consultant will play a crucial role in supporting the implementation of various projects aimed at the repair, reconstruction, overhaul, or construction of selected infrastructure objects. Specifically, the Consultant will be involved in the Hromada Reconstruction and Empowerment Facility (HREF) project, which is a collaborative effort between IOM and KfW, initiated on December 19, 202
  • The project focuses on enhancing infrastructure in four key oblasts, including Kharkiv, Dnipro, and Kirovohrad, and aims to improve local economic conditions through infrastructure development. The Consultant will be responsible for conducting technical assessments, preparing scopes of work, and monitoring the progress of repairs and rehabilitations in coordination with various stakeholders, including municipalities and project partners. The role may also involve supporting repairs in collective centers and residential buildings, ensuring that all activities align with IOM standards and local legislation.

Duties and Responsibilities:
The Consultant's duties will include conducting field visits to assess and document repair requirements for various types of infrastructure, including communal facilities, social institutions, and residential buildings. They will draft Bills of Quantities and Bills of Materials, prepare necessary engineering drawings, and assist in the procurement process by reviewing or preparing construction-related documents. The Consultant will also be responsible for quality control, monitoring timelines and costs, documenting progress on-site, and ensuring compliance with safety measures and donor visibility requirements. They will coordinate closely with project management and procurement units to address any changes from original designs and plans, and support administrative coordination of project implementation by liaising with different organizational units and external parties. Additionally, the Consultant will ensure proper documentation and adherence to data protection protocols, while upholding IOM's policies on the Prevention of Sexual Exploitation and Abuse (PSEA).

Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or Architecture with at least 4 years of relevant professional experience, or a Bachelor’s degree in Mechanical or Electromechanical Engineering with at least 5 years of experience in building construction and repair management. Alternatively, candidates with a high school diploma in a technical field and at least 7 years of relevant experience will also be considered. Specific experience in construction engineering, contract management, technical supervision of construction projects, and planning and implementation of civil design construction and WASH projects is essential. Experience working with NGOs or international organizations is an advantage. Fluency in Ukrainian is required, and a working knowledge of English is beneficial.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Civil Engineering or Architecture from an accredited institution, or a Bachelor’s degree in Mechanical or Electromechanical Engineering. Candidates with a high school diploma in a technical field related to construction may also qualify if they have sufficient professional experience. The educational qualifications should be complemented by relevant professional experience in the construction sector.

Experience:
The position requires candidates to have a minimum of 4 to 7 years of relevant professional experience, depending on their educational qualifications. This experience should include a strong background in construction engineering, contract management, and technical supervision of construction projects. Candidates should also have experience in planning and implementing civil design construction and WASH projects, as well as familiarity with the operational dynamics of NGOs or international organizations.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication and coordination within the local context. A working knowledge of English is considered an advantage, as it may facilitate communication with international stakeholders. Proficiency in other languages, particularly those recognized by IOM such as French and Spanish, may also be beneficial and will be evaluated during the selection process.

Additional Notes:
The position may require travel as part of the contract, and candidates should be prepared for field visits to assess project sites. The appointment is subject to funding confirmation and the candidate's medical fitness for the role. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues.
