Job Overview:
The Monitoring, Evaluation and Learning (MEL) Coordinator position is crucial for the Norwegian Refugee Council's North-East area office, which is set to become operational in the first half of 202
  • The MEL Coordinator will play a key role in establishing and implementing systems that promote evidence-based decision-making and enhance program performance. This position will involve supporting the development of MEL systems, including Standard Operating Procedures and guidance, in alignment with NRC's global MEL framework. The MEL Coordinator will also contribute to quality programming by ensuring access to relevant and timely information regarding program effectiveness. This role requires collaboration with area office staff and local partners to build capacity in MEL systems and processes, ensuring adherence to NRC policies and frameworks. The start date for this position is March 2026, indicating the importance of early preparations for the new area office.

Duties and Responsibilities:
The MEL Coordinator will have a comprehensive set of responsibilities, including:
  • Supporting the development and implementation of MEL systems and procedures in alignment with NRC's global framework.
  • Contributing to grants-related tasks, including proposal development and reporting.
  • Participating in design" style="border-bottom: 1px dotted #007bff !important;">program design discussions and assisting with log frame development.
  • Working with local partners to ensure effective MEL systems are in place.
  • Supporting program staff in planning and executing MEL activities, including data collection and analysis.
  • Contributing to organizational learning through analysis and lessons learned discussions.
  • Capacity building and training of program and MEL support staff.
  • Managing a team of directly reporting staff, including performance management and staff development.

  • Leading the documentation and provision of timely MEL reports and dashboards. 1
  • Facilitating third-party monitoring requests and participating in project review meetings. 1
  • Engaging in other MEL activities as agreed with senior management.

Required Qualifications:
Candidates for the MEL Coordinator position should possess a range of professional competencies, including at least three years of experience in an international NGO, preferably in emergency or post-conflict settings. They should have demonstrated knowledge of monitoring and evaluation principles and approaches, as well as experience in capacity building for diverse colleagues. Proficiency in English is mandatory, along with strong analytical and computer skills, including familiarity with MS Office and quantitative analysis tools. Desirable qualifications include experience with SPSS, STATA, Power BI, and GIS. Candidates should also have a solid understanding of the humanitarian context in Ukraine and the dynamics of NGO operations.

Educational Background:
The educational background required for this position includes higher education in fields such as social sciences, statistics, research, international development, or economics. This educational foundation is essential for understanding the complexities of monitoring and evaluation in humanitarian settings and for effectively contributing to the NRC's mission in North-East Ukraine.

Experience:
