Job Overview:
The Human Resource (HR) Associate position at UN Women is crucial for supporting the administrative and logistical aspects of HR functions within the Tunisia/Libya Cluster Office. The HR Associate will work under the technical guidance of the Regional HR Business Partner and the daily supervision of the Operations Manager. The role involves ensuring compliance with UN Women’s HR policies and guidelines while providing essential support in recruitment, benefits administration, and personnel management. The HR Associate will be responsible for facilitating recruitment processes, managing employee records, and ensuring that HR strategies are effectively implemented. This position requires a proactive approach to meet the administrative needs of the office while maintaining confidentiality and professionalism in handling sensitive information.

Duties and Responsibilities:
The HR Associate will perform a variety of duties including administering HR strategies and policies, providing HR administrative and logistical services, facilitating recruitment processes, and supporting staff performance management. Specific responsibilities include:
  • Administering HR strategies and policies in compliance with UN Women regulations;
  • Providing general information on HR strategies to management and staff;
  • Processing and drafting correspondence related to HR matters;
  • Managing leave and record management;
  • Facilitating recruitment processes including drafting job descriptions, screening candidates, and preparing recruitment documentation;
  • Supporting staff performance management and learning development;
  • Maintaining HR data and generating reports;
  • Organizing training and workshops for staff;
  • Ensuring compliance with performance appraisal reviews; 1
  • Performing other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a strong knowledge of HR administration, processes, and policies. They should demonstrate the ability to execute administrative processes and handle confidential information. Additionally, candidates should have good quantitative skills for report generation and strong IT skills. The role requires effective communication and problem-solving abilities, as well as a commitment to gender equality and diversity.

Educational Background:
A minimum of secondary education is required for this position. A Bachelor’s degree in Human Resources, Business Administration, or Public Administration is considered an asset and may enhance a candidate's qualifications for the role.

Experience:
The HR Associate position requires at least 6 years of relevant experience in office administration and/or human resource management. Candidates should have experience with office software packages such as MS Word and Excel, and familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable. Experience working within the UN system is also an advantage.

Languages:
Fluency in English, French, and Arabic is mandatory for this position. Knowledge of another official UN language is considered an asset and may be beneficial for candidates.
