Job Overview: The Monitoring and EvaluationAnalyst position is critical in supporting the M&E function within the UNDP's health programs, particularly in relation to HIV and TB national programs. The role involves strengthening the M&E and reporting systems of Sub-Recipients NGOs (SR-NGOs) by providing systematic and ad hoc support to ensure compliance with a unified data collection system. The analyst will work closely with national partners to enhance the capacity of HIV and TB programs, improve data quality, and consolidate results. This position requires a collaborative and client-focused approach, aligning with UNDP policies and capacity-building goals. The analyst will also be responsible for developing and improving grant M&E plans, coordinating data analysis, and ensuring timely reporting to stakeholders. The role emphasizes the importance of knowledge sharing and capacity building, as the analyst will document best practices and contribute to knowledge networks within the project. Overall, the position is designed to ensure effective monitoring and evaluation of health-related programs, contributing to the achievement of the SDGs and improving health outcomes in the regions served.
Duties and Responsibilities:
Strengthen the M&E and reporting systems of Sub-Recipients NGOs (SR-NGOs) by providing systematic support to ensure alignment with standardized data collection systems and procedures for HIV prevention activities.
Collaborate with the Procurement Supply Management (PSM) focal point to review the quality of HIV prevention services and identify areas for improvement.
Design and lead virtual and onsite quarterly review meetings with SRs and technical partners to discuss implementation progress and next steps, utilizing data from recent reports and monitoring missions.
Provide technical assistance to the National AIDS Program (NAP) and National TB Program (NTP) to enhance their M&E systems, ensuring alignment with national frameworks.
Support routine data verification and validation processes to ensure the accuracy and consistency of reported information.
Develop and improve the grant M&E plan, including a unified methodology for data validation and verification of services implemented by SRs.
Coordinate the timely consolidation and analysis of data for the development of Progress Updates and donor reports.
Ensure compliance with UNDP rules and policies during data verification exercises conducted by the Local Fund Agenda (LFA).
Conduct systematic, risk-based spot checks for data verification at the Sub Recipient (SR) and Sub-Sub Recipient (SSR) levels, providing recommendations for addressing identified risks or discrepancies. 1
Identify, synthesize, and document best practices and lessons learned from the project, contributing to knowledge networks and communities of practice. 1
Facilitate the establishment of knowledge platforms for the project and develop resources to share with partners and support UNDP's engagement in health initiatives. 1
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications:
Advanced university degree (master’s degree or equivalent) in Social Sciences, Development Studies, Public Administration, Monitoring & Evaluation, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree.
Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two (2) years of relevant professional experience in data analysis and M&E, with increasing levels of responsibility in project management and the use of digital tools for communication and engagement.
Proven understanding of HIV/AIDS and/or TB programmatic interventions is essential.
Experience in quantitative and qualitative research methods, as well as analysis of performance results, is required.
Familiarity with civil society and/or national disease program capacity assessments and capacity building in M&E, particularly with electronic systems, is advantageous.
Knowledge of Global Fund monitoring and evaluation policies and processes is an asset.

Relevant experience should include familiarity with HIV/AIDS and/or TB programmatic interventions, quantitative and qualitative research methods, and the ability to analyze performance results to inform programmatic improvements. Experience working with key populations and conducting capacity assessments in civil society or national disease programs is also beneficial.
Languages: Fluency in English and Arabic is required for this position. Proficiency in both languages is essential for effective communication and collaboration with diverse stakeholders, including national partners and NGOs involved in health programs. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is a fixed-term appointment with a probationary period for new UNDP staff members. The continuation of the appointment beyond the initial 12 months is contingent upon successful completion of this probationary period.
