In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The consultant will work closely with the Ministry of Social Solidarity (MOSS) and UN Women to develop a nationally owned training curriculum for professional elderly caregivers. This role involves finalizing the training curriculum, conducting training sessions for trainers, and ensuring that the training materials meet the needs of the ministry staff. The consultant will be responsible for creating a work plan, revising existing training materials, conducting consultation meetings, delivering training workshops, supervising pilot training sessions, and submitting a comprehensive final report. The position requires a strong understanding of gender issues and the ability to engage with various stakeholders, including government entities and civil society organizations. The consultant will play a crucial role in enhancing the skills and capacities of caregivers, thereby contributing to the overall goal of empowering women and improving the quality of elderly care services in Egypt.
Duties and Responsibilities:
Develop a detailed work plan and timeline for the consultancy in consultation with UN Women’s technical team.
Revise and refine the existing training curriculum for elderly care service providers, incorporating feedback from UN Women and MOSS.
Conduct consultation meetings with the elderly care committee and MOSS staff to gather insights and ensure alignment with their needs.
Deliver a five-day training of trainers (TOT) workshop for MOSS staff, focusing on elderly care practices, and provide a progress report based on pre and post assessments.
Finalize the training materials based on feedback received during the TOT.
Conduct a second round of TOT workshops for another group of MOSS staff, again providing progress reports based on assessments.
Supervise and provide on-the-job guidance for trained trainers as they conduct two pilot training workshops for women beneficiaries, offering feedback to UN Women.
Submit a final report detailing the consultancy outcomes, including feedback on the TOT, pilot training sessions, and recommendations for the curriculum rollout. The total duration of the consultancy is 46 days, with specific timelines for each deliverable outlined in the work plan.
Required Qualifications: The position requires a Master’s degree or equivalent in social science, political science, economics, finance, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate a strong understanding of gender equality and have relevant experience in the elderly care field. Additionally, experience in delivering capacity-building training workshops is essential, along with substantive experience working with stakeholders, including government and civil society organizations. The ability to develop training curricula and strategies is also required.
Educational Background: Candidates must possess a Master’s degree or equivalent in a relevant field such as social science, political science, economics, finance, or international development. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Experience: A minimum of five years of work experience in the elderly care field is required. Candidates with a Bachelor’s degree may substitute two years of experience for the degree requirement. Hands-on experience in elderly caregiving is considered an asset, as is experience in delivering training workshops focused on capacity building. Candidates should also have relevant experience in engaging with stakeholders and partners, including government entities and international organizations, and in developing training strategies and curricula.
Languages: Fluency in both written and spoken English and Arabic is mandatory for this position. Knowledge of any other UN official language, particularly French, is considered an asset and may enhance a candidate's profile.
