Job Overview:
The consultant will be responsible for delivering comprehensive feasibility studies and design packages that are essential for the successful execution of urban development interventions aimed at promoting investments and enhancing the livability of Dahab City. This role involves conducting situational analyses, comprehensive feasibility studies, and detailed design development, ensuring that all aspects of the project align with best practices and stakeholder objectives. The consultant will work closely with local stakeholders, government entities, and project experts to ensure that the interventions are technically, legally, financially, and environmentally viable. The position requires a strong understanding of urban planning, stakeholder engagement, and project management, as well as the ability to analyze and synthesize complex information into actionable recommendations.

Duties and Responsibilities:
The consultant's duties include conducting a situational analysis of the project, which involves evaluating the project scope, analyzing global best practices, assessing sector needs and regulations, and identifying environmental and social risks. The consultant will prepare a comprehensive feasibility study that includes demand studies, technical analyses, legal and regulatory compliance assessments, financial structuring, economic feasibility evaluations, and risk analyses. Additionally, the consultant will develop detailed design packages for selected priority zones, including masterplans, schematic urban upgrading packages, and detailed architectural and landscape drawings. The consultant will also support procurement and bidding processes, ensuring compliance with applicable laws and regulations, and will engage with local communities and stakeholders throughout the consultancy period to gather feedback and ensure alignment with project goals.

Required Qualifications:
Candidates must possess advanced university degrees in architecture, urban planning, or a related field. A first-level degree with an additional two years of qualifying experience may be accepted in lieu of a Master’s degree. A minimum of 5 years of relevant experience in urban design and planning, urban studies, or related fields is required. Proven experience in conducting feasibility or economic studies and developing design packages is essential. Effective stakeholder engagement experience is desirable, as is experience working with international organizations and local government agencies.

Educational Background:
The position requires advanced university degrees in architecture, urban planning, or a related field. A first-level degree with additional qualifying experience may be accepted in lieu of a Master's degree, indicating that candidates with a strong educational background in relevant fields will be prioritized.

Experience:
Candidates should have a minimum of 5 years of relevant experience in urban design and planning, urban studies, or related fields. This experience should include proven contributions to feasibility or economic studies and the development of design packages. Experience with stakeholder engagement and collaboration with international organizations or local government agencies is also desirable.

Languages:
Advanced proficiency in both English and Arabic is required for this position. Candidates must demonstrate UN Level III proficiency in reading, writing, listening, and speaking for both languages, indicating a high level of fluency and the ability to communicate effectively in a professional context.
