Job Overview: The Project Manager will play a crucial role in leading the Initiation Plan for Sustainable Financing project, which aims to enhance Bangladesh's capacity to integrate climate resilience into its budgeting and financing systems. This position requires strategic and adaptive project management skills to ensure the successful planning, implementation, monitoring, and evaluation of project activities. The Project Manager will work closely with various stakeholders, including government officials, private sector representatives, and civil society organizations, to achieve the project's outputs and outcomes. The role involves overseeing project finances, managing risks, and ensuring that the project aligns with UNDP's standards and objectives. The Project Manager will also be responsible for fostering partnerships and stakeholder engagement, advocating for policy reforms, and contributing to knowledge management and resource mobilization efforts.
Duties and Responsibilities: The Project Manager will be responsible for a wide range of duties, including:
Leading the project management process, ensuring that project implementation is on track and aligned with the approved Project Document.
Managing project finances, including budgeting, procurement, and financial reporting, while achieving quarterly and annual delivery targets.
Overseeing the preparation of annual work plans and ensuring compliance with monitoring and evaluation requirements.
Managing risks and issues, executing adaptive management strategies in consultation with relevant stakeholders.
Leading the project team, setting clear goals and targets, and conducting performance evaluations.
Coordinating with experts and service providers to ensure timely delivery of project outputs.
Organizing capacity-building activities, consultations, and meetings with various stakeholders.
Collaborating with other UNDP-supported projects to maximize synergy and avoid duplication.
Engaging in stakeholder mapping and developing partnership strategies to enhance project coordination. 1
Analyzing project results and providing evidence-based reporting on progress and impact. 1
Contributing to the development of knowledge products and communication materials. 1
Assisting in resource mobilization efforts to secure additional funding for the project.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Economics, Public Policy, Climate Change, Social Science, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered. The position requires a minimum of two years of experience (with a Master’s degree) or four years (with a Bachelor’s degree) in Public Financial Management (PFM) and climate finance, particularly with oversight institutions. Candidates should demonstrate substantive expertise in climate finance programming, resource management, budgeting, and financial reporting. Skills in monitoring and evaluation, as well as results-based reporting, are essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as Economics, Public Policy, Climate Change, or Social Science is required. A first-level university degree (Bachelor’s degree) in these areas, along with two additional years of qualifying experience, may also be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of two years of relevant experience in Public Financial Management (PFM) and climate finance for candidates with a Master’s degree, or four years for those with a Bachelor’s degree. Experience in designing, planning, implementing, monitoring, and evaluating development projects related to public financial management and climate finance is essential. Candidates should have a proven track record of managing resources, budgeting, and financial reporting, as well as experience in collaboration with government institutions, NGOs, and other stakeholders.
Languages: Fluency in English and Bangla is required for this position. Proficiency in additional languages may be considered an asset, but is not mandatory.
Additional Notes: This position is a full-time role under the UNDP, with a focus on project management related to climate finance and public financial management. The contract duration is from 15 November 2024 to 14 May 2026, aligning with the project timeline.
