Job Overview:
The Project Officer (NOA) position is integral to the ILO's initiative aimed at advancing Just Transition in Bangladesh. This role involves providing operational and technical support to the Technical Officer in various aspects of project management, including planning, implementation, monitoring, and reporting of project activities. The Project Officer will play a crucial role in ensuring that project activities are delivered on time and meet the quality standards set by the ILO. The incumbent will also be responsible for coordinating with various stakeholders, including government bodies and partner organizations, to facilitate effective project execution. This position requires a proactive approach to problem-solving and a commitment to the principles of Just Transition, which focuses on promoting environmental sustainability and decent jobs in the context of climate change.

Duties and Responsibilities:
The Project Officer will have a diverse set of responsibilities, including:
  • Supporting the organization and timely delivery of project activities, ensuring quality and adherence to ILO standards.
  • Assisting in the preparation of activity proposals, procurement requests, and terms of reference for consultants and service providers.
  • Coordinating logistical arrangements for workshops, training sessions, and consultations.
  • Monitoring project implementation schedules, deliverables, and expenditures, maintaining regular communication with the Project Assistant and finance teams.
  • Maintaining project files and databases to ensure accurate documentation and information availability.
  • Providing research and analytical support for policy briefs and technical notes related to Just Transition and NDC implementation.
  • Assisting in the coordination of sectoral diagnostics and stakeholder consultations.
  • Contributing to the drafting of summaries and follow-up documentation for multi-stakeholder engagements.
  • Supporting the tracking of project progress against performance indicators and preparing periodic reports for donors and internal audiences. 1
  • Maintaining effective communication with government counterparts and other stakeholders involved in climate initiatives. 1
  • Assisting in the preparation of outreach materials and visibility activities. 1
  • Performing other relevant duties as required by the Project Coordinator.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policy, international development, or a related field. Additionally, the ideal candidate should demonstrate a high level of professionalism and integrity, with a strong commitment to the ILO's organizational values. The ability to work collaboratively in a multicultural environment and to respect gender-sensitive and non-discriminatory practices is essential. Candidates should also have good analytical and drafting skills, with the ability to synthesize complex information clearly and concisely. A proactive attitude and the ability to manage competing priorities effectively are also important for this role.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as economics, public policy, or international development. This educational background is essential for understanding the complexities of project management and the socio-economic factors influencing labor and environmental policies.

Experience:
Candidates should have at least two years of professional experience in project coordination or implementation, preferably in areas related to decent work and environmental sustainability. Experience working with the United Nations, government agencies, employers' and workers' organizations, or development partners is highly desirable. Familiarity with results-based monitoring, reporting, or data management will be considered an advantage, as these skills are crucial for tracking project outcomes and ensuring accountability.

Languages:
The position requires an excellent command of both English and Bangla, with proficiency in written and spoken communication. This bilingual capability is essential for effective collaboration with local stakeholders and for the preparation of project documentation and reports.

Additional Notes:
The position is a fixed-term contract for 12 months, with the possibility of renewal based on performance and the availability of funds.
