In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Finance Associate position at UN Women is crucial for the execution of a wide range of financial services and administrative processes within the Cluster Office in Tunisia. The role is guided by the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Financial Management at Headquarters and supervised daily by the Operations Manager. The Finance Associate is responsible for ensuring the timely, efficient, and transparent use of financial resources, adhering to organizational financial rules, regulations, policies, and procedures. This position requires a client-oriented approach and involves close collaboration with the Operations Team and Programme teams at UN Women HQ to address complex finance-related issues. The Finance Associate will implement financial strategies, monitor financial transactions, prepare budgets, and provide financial support to various teams, ensuring compliance with UN Women’s standards and practices.

Duties and Responsibilities:
The Finance Associate will perform a variety of duties, including but not limited to: implementing financial strategies in compliance with UN Women regulations; reviewing and verifying financial transactions; monitoring financial exceptions and investigating anomalies; drafting financial reports; assisting in the planning of financial resources; providing advice on financial issues; preparing and administering budgets for the Tunisia & Libya Cluster office; tracking financial resource usage; managing petty cash; supporting the Programme and Operations teams with financial data; monitoring project expenditures; ensuring compliance with donor agreements; and facilitating knowledge sharing and capacity building within the organization. The role also involves compiling information for resource mobilization efforts and conducting training events to enhance financial management practices.

Required Qualifications:
Candidates must possess a strong understanding of financial rules and regulations, accounting principles, and IT tools relevant to financial management. The ability to administer and execute financial processes and transactions is essential. The Finance Associate should demonstrate strong analytical skills, attention to detail, and the ability to provide input to business processes and implement new systems. A client-oriented approach and effective communication skills are also critical for success in this role.

Educational Background:
A minimum of secondary education is required for this position. A Bachelor's degree in Finance or Accounting is considered an asset, along with specialized national or international certification in accounting and finance. Successful completion of the UN Women Accounting and Finance Test is mandatory as part of the selection process.

Experience:
Candidates should have at least 6 years of progressively responsible experience in finance, with a strong background in using computers and office software packages, including MS Word and Excel. Experience in handling web-based management systems is required, and familiarity with the UN system is desirable. Experience with modern web-based ERP systems, such as Quantum, is also advantageous.

Languages:
Fluency in English, French, and Arabic is required for this position. Knowledge of another official UN language is considered desirable, enhancing the candidate's ability to communicate effectively in a diverse environment.
