Job Overview: The position involves the evaluation of the International Centre for Engineering Education (CISTRAT) under the auspices of UNESCO. The consultant will be responsible for assessing the effectiveness and impact of the center's initiatives in engineering education. The consultant will be expected to apply both qualitative and quantitative data analysis techniques to derive insights and recommendations from the evaluation process. Duties and Responsibilities: The consultant will be tasked with conducting a thorough evaluation of CISTRAT, which includes but is not limited to:
Developing an evaluation framework that aligns with UNESCO's objectives and the specific goals of CISTRAT.
Collecting and analyzing data related to the center's programs and initiatives in engineering education.
Engaging with stakeholders, including educational institutions, government agencies, and industry partners, to gather insights and feedback.
Preparing detailed reports that summarize findings, conclusions, and actionable recommendations based on the evaluation.
Ensuring that all evaluation activities are conducted in compliance with UNESCO's standards and ethical guidelines.
Presenting evaluation results to UNESCO and other relevant stakeholders in a clear and concise manner.
Required Qualifications: Candidates must be eligible to undertake paid work in the People's Republic of China or be legally registered as an enterprise or organization. The main personnel responsible for the evaluation should possess an advanced degree in relevant fields such as science, engineering, education, social sciences, management, or economics. Additionally, candidates should have at least ten years of experience leading evaluations for international organizations, demonstrating a strong understanding of engineering research and education in China, as well as familiarity with the UN system. Proficiency in qualitative and quantitative data analysis techniques is essential, along with excellent analytical and drafting skills in both English and Chinese. Candidates must also have no prior involvement in the activities being evaluated.
Educational Background: An advanced degree in science, engineering, education-related subjects, social sciences, management, economics, or other relevant fields is required. This educational background is crucial for understanding the complexities of engineering education and the evaluation process.
Experience: Candidates should have a minimum of ten years of relevant work experience, particularly in leading evaluations for international organizations. Experience in the UN system or with assignments focusing on multi-stakeholder partnerships in science and engineering education is highly desirable. The ideal candidate will have a proven track record of conducting evaluations and producing high-quality reports.
Languages: Proficiency in English and Chinese is mandatory, with excellent drafting skills required in both languages.
