Job Overview:
The Humanitarian Access and Safety (HAS) Officer plays a crucial role in ensuring that humanitarian operations are conducted safely and effectively. This position involves supporting the implementation of NRC's HAS policies and procedures, particularly in the North Area Office and related Field Offices, including Chernihiv and Shostka. The HAS Officer is responsible for monitoring and facilitating safe access to humanitarian assistance, conducting security" style="border-bottom: 1px dotted #007bff !important;">security risk assessments, and developing contingency plans. The role requires a proactive approach to identifying and mitigating risks associated with humanitarian operations, ensuring that staff and beneficiaries are protected. The HAS Officer will also be involved in training staff on safety and security protocols, contributing to a culture of safety within the organization, and liaising with external actors to enhance security management and humanitarian access.

Duties and Responsibilities:
The duties and responsibilities of the HAS Officer include supporting the implementation of the NRC Global HAS Management System at the area level, preparing necessary reports, and executing elements of the HAS Operational Plan. The officer will contribute to the development of area-specific HAS documents, assist in conducting security risk assessments, and provide training to staff on safety and security topics. Regular briefings and debriefings will be conducted to ensure that all personnel are informed about safety measures and risks. The HAS Officer will also monitor vehicle and staff movements, conduct site assessments for new premises, and ensure that safety equipment is available and functional. Additionally, the officer will facilitate staff training in hostile environment safety, promote safeguarding principles, and manage HAS incidents effectively.

Required Qualifications:
Candidates for the HAS Officer position should possess a minimum of two years of relevant experience in humanitarian or development operations. A foundational understanding of humanitarian principles and their application in programmatic responses is essential. Experience in complex contexts and proficiency in MS Office applications, particularly Word and Excel, are required. The ability to communicate effectively in Ukrainian, both written and verbal, is mandatory, while working proficiency in English is considered an added value. Candidates should also have experience liaising with communities and authorities, as well as NGOs, and should ideally be a certified HEIST trainer or in the process of certification.

Educational Background:
The educational background required for the HAS Officer position typically includes a degree in a relevant field such as international relations, humanitarian studies, or a related discipline. Candidates with specialized training in security management or humanitarian access will be preferred. Continuous professional development in safety and security training is also beneficial for this role.

Experience:
The position requires candidates to have at least two years of relevant experience in humanitarian or development operations. This experience should include a solid understanding of humanitarian principles, safety and risk management, and the ability to operate effectively in complex and insecure environments. Previous experience working with NGOs and in humanitarian access roles will be advantageous.

Languages:
The mandatory language for this position is Ukrainian, with a requirement for both written and verbal proficiency. Additionally, working proficiency or conversational skills in English are considered beneficial, enhancing communication with international teams and stakeholders.
