Job Overview: The ICLA Technical Officer will play a crucial role in the implementation of Information, Counselling and Legal Assistance (ICLA) activities in the Chernihiv and Sumy Oblasts. This position involves community outreach and the provision of legal services related to legal identity, registration of internally displaced persons, housing, land and property rights, and access to essential services. The officer will also be responsible for conducting capacity-building activities, legal monitoring, research, analysis, and reporting. The role requires a proactive approach to identifying legal protection needs and developing strategies to address them effectively. The officer will ensure that all activities comply with the organization's policies and donor requirements, while also promoting technical improvements and program development.
Duties and Responsibilities: The ICLA Technical Officer will have a wide range of responsibilities, including:
Ensuring compliance with NRC policies, guidelines, and donor requirements.
Implementing legal activities according to an established plan of action.
Conducting outreach activities to identify key locations for legal aid delivery.
Organizing and conducting individual and group information sessions.
Providing individual and tailored legal counselling to clients.
Offering legal assistance and representation for selected cases based on ICLA criteria.
Ensuring effective legal case management and quality of legal aid provision.
Conducting housing, land, and property due diligence activities in coordination with the NRC Shelter programme.
Developing informational, educational, and training materials on legal protection issues. 1
Participating in needs assessments and feasibility studies, analyzing legal protection trends, and proposing adaptations to the response. 1
Coordinating activities with local authorities, NGOs, UN agencies, and other actors regarding legal aid provision. 1
Conducting data entry and proper filing of documents related to ICLA activities. 1
Assisting with administrative, logistics, and finance tasks as required. 1
Preparing weekly and monthly plans and reports in agreement with the line manager. 1
Required Qualifications: The position requires a Bachelor’s degree in Law and a minimum of 2 years of relevant work experience. Candidates should have experience working in similar roles within humanitarian or recovery contexts, particularly in complex and volatile environments. Documented results related to the responsibilities of the position are essential. Candidates must demonstrate fluency in the Ukrainian language and possess at least an intermediate level of English. A good understanding of the context in Ukraine, particularly in Chernihiv and Sumy Oblasts, is also required. Experience in providing information, counselling, and legal assistance or representation services, as well as community sensitization, is highly valued. Familiarity with software programs such as MS Word, Excel, and PowerPoint is necessary.
Educational Background: Candidates must hold a Bachelor’s degree in Law, which provides the foundational knowledge necessary for understanding legal principles and practices relevant to the role. This educational background is crucial for effectively addressing the legal needs of clients and ensuring compliance with legal standards and regulations.
Experience: The position requires a minimum of 2 years of relevant work experience, particularly in roles that involve providing legal assistance, counselling, and representation services. Experience in humanitarian or recovery contexts is essential, as the officer will be working with displaced and vulnerable populations. Previous experience in complex and volatile environments is also important, as it equips the officer with the skills needed to navigate challenging situations and provide effective support to clients.
Languages: Fluency in the Ukrainian language is mandatory for this position, as it is essential for communicating with clients and understanding their legal needs. Knowledge of other languages may be considered an asset but is not required.
