Job Overview:
The Shelter/WASH Technical Officer plays a crucial role in providing technical support for essential services in both urban and rural settings. This position is primarily focused on overseeing the planning, design, and supervision of Shelter and Settlement and WASH activities implemented by NRC. The officer is responsible for ensuring that Shelter first-line responses, as well as the repair and rehabilitation of buildings and community infrastructures, are executed in accordance with NRC standards and national regulations. The role requires a strong emphasis on compliance with NRC policies and guidelines, as well as the ability to monitor and report on project activities effectively. The officer will also be involved in capacity building for project staff and will contribute to the development of technical solutions for various humanitarian needs.

Duties and Responsibilities:
The Shelter/WASH Technical Officer will undertake a variety of duties, including conducting humanitarian needs and structural assessments of buildings and WASH facilities. They will propose technical solutions for materials assistance, repair, rehabilitation, and reconstruction, and provide technical information for the development of work plans, technical specifications, and bills of quantities (BoQs). The officer will assess the completion of works and prepare recommendations for payments, interim and final payment certificates. They will provide technical support to contractors and project participants, supervise construction works, and ensure that the quality of materials and workmanship meets technical specifications. Additionally, the officer will promote community participation, involve and inform local authorities about project activities, and ensure compliance with national guidelines and regulations. They will also be responsible for tracking data for all interventions and preparing periodic progress reports as required.

Required Qualifications:
Candidates must possess a university degree in architecture or engineering, specifically in civil, structural, electro-mechanical, hydrogeology, environmental, energy, or related fields.
