Job Overview:
The position of Expert in Constitutionalism and Rule of Law is crucial for supporting the African Union's efforts in promoting constitutional governance and the rule of law across Africa. The role involves working closely with the AU’s Constitutionalism and Rule of Law Unit, which is part of the Governance and Conflict Prevention Directorate. This unit plays a vital role in fostering inclusive governance, legal reform, and democratic principles among AU member states. The Expert will be responsible for supporting constitutional assistance programs, particularly in countries undergoing transitions or constitutional amendments. The position requires a proactive approach to integrate rule of law principles into AU initiatives and contribute to the development and implementation of the AU Early Warning Response Mechanism. The Expert will also facilitate capacity-building sessions for stakeholders and provide technical input for regional consultations and policy recommendations. This role is essential for advancing respect for the rule of law and constitutional integrity across the continent, and it offers an opportunity to make a significant impact in the field of governance and human rights.

Duties and Responsibilities:
The Expert in Constitutionalism and Rule of Law will have a diverse set of responsibilities, including:
  • Supporting AU constitutional assistance programs, particularly in countries that are undergoing transitions or constitutional amendments.
  • Promoting the integration of rule of law principles across various AU initiatives.
  • Contributing to the development and implementation of the AU Early Warning Response Mechanism.
  • Assisting in drafting and validating AU guidelines on constitutional amendments.
  • Facilitating capacity-building sessions for rule of law stakeholders across Africa.
  • Supporting the implementation of the AU strategy on the African Charter on Democracy, Elections, and Governance.
  • Providing technical input to regional and continental consultations and policy recommendations.
  • Carrying out other duties as assigned by the supervisor. This role requires a strong commitment to advancing constitutional governance and the rule of law, as well as the ability to work collaboratively with various stakeholders.

Required Qualifications:
Candidates for this position should possess the following qualifications and skills:
  • A Master’s degree in Peace & security" style="border-bottom: 1px dotted #007bff !important;">Security Studies, International Studies, Political Science, Law, Public Policy, or related fields, with at least 5 years of relevant experience. Alternatively, a Bachelor’s degree with 7 years of experience is acceptable.
  • Proven experience in constitutional reform, legal frameworks, or governance within international organizations.
  • Familiarity with AU mechanisms, including the Early Warning Response System and shared values instruments.
  • Strong analytical and project management skills.
  • Excellent communication and interpersonal abilities. These qualifications are essential for effectively contributing to the AU's mission and ensuring the successful implementation of constitutional governance initiatives.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Peace & Security Studies, International Studies, Political Science, Law, Public Policy, or related disciplines. Candidates with a Bachelor’s degree in these fields may also apply if they have a minimum of 7 years of relevant experience.
