Job Overview:
The Country Lead for the RESIslands Project will play a crucial role in the effective and well-coordinated implementation of project activities at the national level. This position requires strong stakeholder engagement, alignment with national priorities, and the strengthening of institutional capacities to manage climate risks and bolster resilience. The RESIslands Project aims to enhance the institutional capacities of the African Island States Climate Commission (AISCC) member states, which include nine African Island States. The Country Lead will serve as the in-country focal point for all project activities, ensuring that they align with national and regional agendas while facilitating consultations, workshops, and training events. The role also involves providing local data and input for knowledge products and research activities, thereby contributing to the overall objectives of building capacities and promoting knowledge sharing among stakeholders.

Duties and Responsibilities:
The Country Lead will have a comprehensive set of responsibilities, including:
  • Stakeholder Engagement: Organizing and convening national-level workshops, consultations, and training events; liaising with the NDA, AISCC NFP, and relevant ministries; facilitating meetings with local governments, civil society, and academia.
  • Implementation: Providing technical assistance for country-level project deliverables, preparing local field visits, conducting vulnerability assessments, and facilitating logistics for activities.
  • Reporting & Monitoring: Elaborating timely technical progress reports, monitoring outputs, and ensuring alignment with work plans and budgets.
  • Knowledge Management: Collecting data for use cases and toolkits, facilitating the dissemination of best practices and lessons learned.
  • Sustainability & Institutional Ownership: Engaging national stakeholders for the preparation and validation of deliverables, ensuring post-project uptake of platforms and toolkits.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s level) in fields such as Climate Science, Environmental Policy, Project Management, Economics, Social Sciences, Geography, Geoinformatics, or related areas. Additionally, a minimum of 5 years of professional experience in climate resilience, institutional development, or project coordination is required. Experience leading donor-funded climate or development projects and working with governments is highly desirable. Familiarity with qualitative and quantitative data collection, analysis, and reporting will be considered an asset.

Educational Background:
The educational background required for this position includes an Advanced University Degree (Master’s level) in relevant fields such as Climate Science, Environmental Policy, Project Management, Economics, Social Sciences, Geography, Geoinformatics, or other related disciplines. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the project.

Experience:
The position requires a minimum of 5 years of professional experience in areas related to climate resilience, institutional development, or project coordination. Candidates should have prior experience leading donor-funded climate or development projects and working with government entities. Engagement at the national or regional level in climate, environment, or risk management is also desirable, as is experience with qualitative and quantitative data collection and analysis.

Languages:
Fluency in English and French is mandatory for this consultancy, as these are the working languages of the United Nations Secretariat. Proficiency in both languages is essential for effective communication and collaboration with stakeholders and partners involved in the project.

This is a full-time consultancy position that requires professional exclusivity during the contract period. The expected duration of the consultancy is 6 months, and the position is based in Moroni, Comoros.
