In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Call for Proposals invites qualified civil society organizations (CSOs) to submit proposals to engage as a Responsible Party for the project 'Women Legislators in Liberia Promoting Voice, Leadership, and Gender-Responsive Governance for Sustainable Development.' This project aims to strengthen the leadership and influence of women legislators and expand opportunities for women's political participation, particularly at the local level. The selected partner will be responsible for implementing educational and economic empowerment initiatives that support women's pathways to political empowerment. The project will focus on informal education, financial literacy, and support for women's groups, targeting rural and young women, especially those not in formal employment or education. The initiative will be carried out in collaboration with the Women’s Legislative Caucus and various government agencies, aiming to enhance women's economic security, confidence, and leadership capacity to participate meaningfully in community and local governance processes.
Duties and Responsibilities: The selected partner will be responsible for delivering integrated skills development programs, including adult literacy, entrepreneurship, and business development training. They will establish and strengthen women's groupings such as Village Savings and Loan Associations (VSLAs) and cooperatives to promote financial inclusion and governance. The partner will also conduct training on financial literacy, agricultural value chain development, and digital technologies for economic empowerment. Additionally, they will support outreach and mobilization efforts to engage women and young women in the targeted counties, ensuring that the training programs are accessible and relevant to their needs. The partner will be expected to monitor and evaluate the impact of the programs, reporting on the progress and outcomes achieved in enhancing women's participation in local governance and decision-making processes.
Required Qualifications: The lead organization must be a legally registered non-governmental organization with a proven track record in promoting women's political participation and economic empowerment. They should have certified annual financial statements for the previous three years and at least five years of experience in related work. The organization must demonstrate capacity in conducting quality training and support for clients, as well as experience in managing projects of similar nature. They should also have a grassroots presence and strong partnerships with local actors and community-based organizations, particularly those representing marginalized groups.
Educational Background: The educational background required for this position includes a strong understanding of gender issues, women's rights, and community development. The organization should have staff with relevant qualifications in social sciences, gender studies, or related fields, capable of delivering training and support to women and young women in the targeted areas. Experience in adult education and informal learning methodologies will be an asset.
Experience: The position requires a minimum of five years of experience in women's economic empowerment and political participation initiatives. The organization should have a history of successfully managing similar projects, demonstrating the ability to engage with local communities and implement effective training programs. Experience in working with rural populations and understanding the challenges they face is crucial for the success of the project.
Languages: Proficiency in English is mandatory, as all proposals and communications will be conducted in English. Knowledge of local languages spoken in the targeted counties will be considered an asset, as it will facilitate better engagement with the communities involved in the project.
