Job Posting Organization: The Spotlight Initiative is a global partnership established between the United Nations (UN) and the European Union (EU) aimed at eliminating all forms of violence against women and girls. Launched in September 2017, this initiative serves as a model for partnerships with donors, civil society, and the UN to effectively deliver on the Sustainable Development Goals (SDGs). The initiative places a strong emphasis on SDG 5, which focuses on gender equality, and aims to create an enabling environment for the implementation of all SDGs. In Liberia, the Spotlight Initiative has been operational since 2019, addressing the root causes of sexual and gender-based violence, harmful practices, and violations of women's rights. The second phase, Spotlight Initiative 2.0, aims to build on the achievements of the first phase and further galvanize efforts to eliminate violence against women and girls, supporting the country’s ARREST Agenda for Inclusive Development (AAID).
Job Overview: The Programme Specialist will be responsible for leading the Programme Coordination and Management Unit (PMCU) within the UN Resident Coordinator’s Office. This role involves overseeing the operational coordination and technical guidance of the Spotlight Initiative 2.0 implementation in Liberia. The Programme Specialist will work under the leadership of the UN Resident Coordinator and the UNDP Deputy Resident Representative, collaborating closely with various stakeholders including the EU Delegation and participating UN agencies. The position requires a neutral interlocutor who can facilitate strategic engagement with key counterparts and provide high-level oversight to ensure the programme's coherence, quality, and successful implementation. The Programme Specialist will also be responsible for advising on technical, operational, financial, and strategic matters, ensuring that the programme aligns with the overall goals of the Spotlight Initiative.
Duties and Responsibilities: The Programme Specialist will coordinate the overall implementation and management of the Spotlight Initiative 2.0 in Liberia. This includes working closely with various UN agencies, the Government of Liberia, the EU Delegation, and civil society organizations to ensure a well-functioning and aligned presence of the initiative. Responsibilities include overseeing implementation schedules, deliverables, and budgets, ensuring compliance with the approved programme document, and providing strategic support to achieve programme outcomes. The Programme Specialist will lead the development of systems for tracking and executing programme activities, monitor implementation stages, and initiate remedial actions as necessary. They will also support the functioning of the National Steering Committee and ensure timely preparation of project reports. Additionally, the Programme Specialist will manage the allocated budget, harmonize budget revisions, and maintain records of assets acquired through programme funds. They will also lead technical oversight, ensuring coherence across programme pillars, and provide strategic programmatic thinking and technical advice to enhance programme interventions. The role involves conducting field visits, preparing analytical reviews, and facilitating knowledge management through sharing lessons learned and best practices.
Required Qualifications: Candidates must possess a minimum of seven years of substantive experience in programme management, including planning, design, and implementation at national and sub-national levels. Experience in coordinating with international organizations, governments, donors, and civil society is essential. Strong analytical, conceptual thinking, communication, facilitation, and interpersonal skills are required. Knowledge of UN rules and regulations, particularly in Liberia, is an asset. Candidates should demonstrate experience in complex inter-agency coordination and joint programming, particularly related to ending violence against women and girls. Familiarity with Liberia’s national policies and programming environment related to gender equality is desired. Candidates should also have experience in developing operational plans and budgets, as well as in Result-Based Management and Monitoring and Evaluation.
Educational Background: An advanced university degree (master’s degree or equivalent) in Gender Studies, Political Science, International Development, International Relations, Development Economics, Public Administration, or a related area is required. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree.
Experience: Candidates should have a minimum of seven years of relevant experience with a master’s degree or nine years with a bachelor’s degree in programme management. This includes experience in planning, design, and implementation at various levels, as well as coordination with international organizations and stakeholders. Strong analytical and communication skills are essential, along with a proven track record in managing complex programmes and partnerships.
Languages: Fluency in English is required. Knowledge of another UN language is desirable, which would enhance communication and collaboration in a multilingual environment.
