Job Overview: The National Consultant will play a crucial role in supporting the Liberia Electoral Support Project (LESP), which aims to enhance the inclusiveness and accountability of Liberia's electoral processes. This position involves conducting a legal analysis from a gender and inclusion perspective, engaging with local stakeholders, and providing technical support to the International Consultant. The consultant will be responsible for collecting and compiling electoral laws, providing contextual insights, facilitating stakeholder consultations, and contributing to the drafting of reports that reflect the Liberian context. The ultimate goal is to ensure that the electoral reform process addresses barriers to equal participation and aligns with international commitments.
Duties and Responsibilities: The National Consultant will be tasked with several key responsibilities, including:
Collecting and compiling relevant electoral laws, regulations, and institutional documents for review.
Providing insights on the practical application of these laws within Liberia's electoral system.
Liaising with the National Elections Commission (NEC), civil society, political parties, and other stakeholders to arrange consultations.
Co-facilitating stakeholder consultations and workshops, ensuring local perspectives are captured.
Documenting discussions and preparing summaries to inform the analysis.
Contributing to the drafting of reports by synthesizing national inputs and ensuring the reports reflect the local context.
Supporting the finalization of reports by integrating feedback from stakeholders and coordinating inputs.
Required Qualifications: Candidates must possess a Master's degree in relevant fields such as law, international law, or human rights law. Alternatively, a first-level university degree in law combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have a minimum of 5 years of experience in electoral processes, election administration, and promoting gender equality in governance. Proven expertise in addressing barriers to participation for marginalized groups is essential, along with experience in analyzing legislative and regulatory frameworks for elections.
Educational Background: The educational requirement for this position includes a Master's degree in relevant fields such as law, international law, or human rights law. A first-level university degree in law, combined with two additional years of qualifying experience, may also be considered acceptable in lieu of an advanced degree.
Experience: The position requires a minimum of 5 years of experience working on electoral processes and election administration. Candidates should have demonstrated expertise in promoting gender equality and social inclusion in electoral and governance processes. Experience in engaging with the NEC, political parties, civil society organizations, and youth/disability groups is also necessary, along with a background in analyzing legislative and regulatory frameworks for elections.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

The consultant will engage in regular meetings with NEC, UN Women, UNDP, and other stakeholders as required. Performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payments will be made based on deliverables aligned with the Terms of Reference and certified by the Programme Specialist.
