In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Consultant will play a crucial role in conducting a Gender Audit of Political Parties in Liberia, focusing on how internal party systems and structures affect women's participation in politics. The audit aims to generate baseline data on gender representation, assess party statutes and policies for gender sensitivity, and identify barriers to women's inclusion. The consultant will support all phases of the audit, including data gathering, facilitation of workshops, and preliminary analysis, ensuring that the audit serves as both a diagnostic and a learning tool for promoting inclusive political practices.
Duties and Responsibilities: The consultant's responsibilities include supporting the coordination and delivery of the audit, preparing for the desk review of party documents, co-facilitating participatory workshops, conducting interviews and focus group discussions, contributing to the preparation of draft reports, and assisting in the development of Gender Action Plans. Specific tasks involve liaising with political party focal points, documenting meetings, collecting and compiling relevant documents, transcribing interviews, and synthesizing findings into reports. The consultant will also ensure compliance with UN Women’s ethical guidelines throughout the process.
Required Qualifications: Candidates must possess a Master’s degree in law, human rights, development studies, gender studies, political science, sociology, or a related field. A Bachelor’s degree with additional qualifying experience may be accepted. The position requires a minimum of five years of relevant experience in gender equality and women's political participation, with a strong understanding of Liberia's political context and legal frameworks. Proven skills in facilitating dialogues and consultations with political stakeholders are essential.
Educational Background: A Master’s degree in a relevant field is required, with a Bachelor’s degree acceptable if accompanied by additional experience. The educational background should reflect a strong foundation in gender studies, political science, or related disciplines that inform the consultant's understanding of gender equality and women's rights.
Experience: The consultant should have at least five years of experience in gender equality initiatives, particularly in the context of women's political participation in Liberia. Familiarity with national legal frameworks regarding gender equality and elections, as well as international human rights standards, is crucial. Experience in conducting gender analyses and facilitating stakeholder consultations is also necessary.
Languages: Fluency in English is mandatory for this position, as effective communication is essential for conducting interviews, facilitating workshops, and preparing reports. Additional language skills may be beneficial but are not specified as requirements.
