Job Overview: The Project Development and Reporting Officer will play a crucial role in supporting the coordination and facilitation of project development and donor reporting in the fields of migration management and emergency response. This position requires close collaboration with various stakeholders, including government counterparts, UN agencies, and other relevant partners. The officer will contribute to the development of results-based programs and projects, ensuring alignment with IOM's global, regional, and country strategies. Responsibilities include drafting project proposals, reviewing resource requirements, and supporting the endorsement process for concept notes and reports. The officer will also assist in activating projects and coordinating with administrative units for financial oversight and reporting. Additionally, the role involves researching funding opportunities, maintaining effective working relationships with donors, and contributing to knowledge management by keeping accurate records of project development and reporting files.
Duties and Responsibilities: The duties and responsibilities of the Project Development and Reporting Officer include:
Supporting the coordination of project development and donor reporting in migration management and emergency response.
Collaborating with the Chief of Mission, Project Managers, and relevant stakeholders to develop results-based programs and project proposals.
Reviewing resource requirements and documenting programmatic needs, gaps, and opportunities.
Supporting the endorsement process for concept notes, project proposals, and reports.
Assisting in the activation of projects and coordinating with administrative units for financial oversight.
Drafting donor reports in collaboration with relevant units and consolidating inputs from Programme Managers.
Researching funding opportunities and drafting donor profiles and guidance notes.
Maintaining effective working relationships with donor counterparts and program partners.
Drafting visibility and resource mobilization materials and preparing presentations for donors. 1
Maintaining accurate records of correspondences and project development files.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Candidates should have experience in results-based project development and reporting, technical writing, and donor relations, preferably in the international development or humanitarian sector. Familiarity with Results Based Management and strategic planning approaches is essential, as is confirmed experience in donor report writing and grant management.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related area from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. This educational foundation is crucial for understanding the complexities of migration management and project development.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Experience should include supporting results-based project development and reporting, technical writing, and donor relations, particularly in the international development or humanitarian sectors. Candidates should also have a proven track record in donor report writing and grant management, as well as familiarity with strategic planning approaches.
Languages: Fluency in English and French is required for this position, both oral and written. Additionally, working knowledge of another official UN language such as Arabic, Chinese, Russian, or Spanish is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The successful candidate will be based in the IOM Haiti Office located in Santo Domingo, Dominican Republic. The contract type is Special Short Term Graded, with an initial duration of six months and the possibility of extension. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to medical fitness certification, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
