Job Overview:
The Associate Supply Officer plays a crucial role in supporting the supply chain function, which encompasses various activities such as planning, sourcing, transport, shipping, customs clearance, and warehousing management. This position is based in the Libya Back Office located in Tunis, Tunisia, and is supervised by a Senior Supply Officer who provides guidance and sets objectives. The incumbent is expected to maintain regular communication with other UN agencies, partners, NGOs, and government entities to ensure effective supply chain operations. The primary goal of this role is to facilitate the timely delivery of quality goods and services to persons of concern, while also ensuring that the supply chain infrastructure is robust enough to respond to emergencies. The Associate Supply Officer is responsible for maintaining ethical relationships with suppliers and partners, adhering to UN procurement rules, and supporting joint procurement actions as necessary. This position is strictly technical and supportive, focusing on compliance and efficiency in procurement processes without any decision-making authority.

Duties and Responsibilities:
The duties and responsibilities of the Associate Supply Officer include supporting all supply chain activities, such as planning, sourcing, transport, shipping, customs clearance, and warehousing. The incumbent will assist in the procurement process to ensure timely and cost-effective delivery of commodities and services. Responsibilities also include conducting market surveys to identify potential vendors, managing vendor-related processes, overseeing tender processes, and ensuring compliance with quality standards for commodities and services. The Associate Supply Officer will prepare plans for the delivery of relief items, manage customs clearance, and maintain accurate records of supply activities. Additionally, the role involves monitoring supply chain data, providing guidance to address local supply chain challenges, and ensuring compliance with UNHCR's global policies. The incumbent will also support asset and fleet management, coordinate with partners, and maintain an overview of the supply chain capacity to ensure preparedness for emergencies.

Required Qualifications:
The required qualifications for the Associate Supply Officer position include proficient knowledge of logistics and supply systems, particularly within the context of the UN and Libya. Candidates should have experience in handling contract issues, contract negotiations, and providing technical guidance to subordinate staff. Educational Background:

Experience:
The position requires relevant experience in Supply Chain Management, Procurement Management, Warehousing, and Logistics, preferably within the UN context and specifically in Libya. Candidates should have experience in emergency contexts and demonstrate a strong understanding of procurement processes and regulations.

Languages:
The mandatory language for this position is English. Proficiency in additional languages is considered a desirable asset, particularly those relevant to the operational context of the position.
