Job Overview: The Lead DRR (Disaster Risk Reduction) Expert for Risk Governance Framework will play a crucial role in enhancing the governance framework related to disaster risk management in Sindh, Pakistan. This position involves working closely with government officials, stakeholders, and communities to develop and implement strategies that strengthen resilience against disasters. The expert will be responsible for assessing current risk governance structures, identifying gaps, and proposing actionable recommendations to improve disaster preparedness and response. The role requires a deep understanding of disaster risk management principles, as well as the ability to engage with various stakeholders to foster collaboration and ensure the integration of risk governance into broader development planning. The expert will also facilitate capacity-building workshops to enhance the skills and knowledge of local officials and community leaders in disaster risk management.
Duties and Responsibilities:
Conduct a comprehensive assessment of the existing risk governance framework in Sindh, identifying strengths, weaknesses, and areas for improvement.
Develop a detailed action plan to enhance disaster risk governance, including specific recommendations for policy and institutional reforms.
Collaborate with government agencies, NGOs, and community organizations to promote the integration of disaster risk reduction into local development plans.
Facilitate capacity-building workshops and training sessions for government officials and community leaders to enhance their understanding of disaster risk management.
Monitor and evaluate the implementation of the risk governance framework, providing ongoing support and guidance to stakeholders.
Prepare reports and documentation outlining progress, challenges, and recommendations for future actions.
Engage with international and national partners to share best practices and lessons learned in disaster risk governance.
Ensure that gender and social inclusion considerations are integrated into all aspects of disaster risk governance initiatives.
Required Qualifications:
Advanced degree in disaster management, public policy, environmental science, or a related field.
Proven experience in disaster risk reduction and governance, with a strong understanding of the socio-political context in Pakistan.
Excellent analytical and problem-solving skills, with the ability to develop practical solutions to complex challenges.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Experience in capacity building and training, particularly in the context of disaster risk management.
Familiarity with UNDP's policies and procedures is an advantage.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in a relevant field such as disaster management, public administration, environmental science, or a related discipline. A PhD in a relevant area would be considered an asset, particularly for candidates with a strong research background in disaster risk governance.
Experience: A minimum of 7 years of professional experience in disaster risk management, governance, or related fields is required. Candidates should have a proven track record of working with government agencies, NGOs, and community organizations in Pakistan or similar contexts. Experience in leading projects or initiatives related to disaster risk reduction is highly desirable, as is familiarity with international best practices in risk governance.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or Sindhi is highly desirable, as it will facilitate communication with local stakeholders and communities. Knowledge of additional languages relevant to the region would be an asset.
Additional Notes: This position is for an individual contractor and is expected to span a total of 72 working days over a period of 6 months. The duty station is Karachi, Pakistan, and any necessary travel for capacity-building workshops will be facilitated by UNDP.
