Job Overview: The Personal Beneficiary Data Consultant will play a crucial role in supporting UNICEF's humanitarian cash transfer programs by managing payment recipients' personal data. This position involves undertaking field support activities, both remotely and in-country, to assist UNICEF's francophone country offices, including Mali, Chad, Cameroon, Central African Republic, Haiti, Niger, and the Democratic Republic of Congo. The consultant will be responsible for ensuring data protection and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security standards are upheld while implementing data processing solutions for household and individual information. The consultant will also be tasked with updating and drafting Standard Operating Procedures (SOP) for data collection and conducting training for UNICEF staff and partners to ensure data quality assurance in cash-based assistance payments.
Duties and Responsibilities: The consultant's duties will include supporting the global HOPE rollout process and its complementary applications, coordinating with the HOPE global team to streamline cash transfer operations, ensuring data protection standards, implementing data processing solutions, updating and drafting SOPs, conducting training for UNICEF staff and partners, and supporting the consolidation, cleaning, and analysis of beneficiary and payment databases. Specific deliverables include mapping country offices' beneficiary data management needs, troubleshooting payment plans, delivering in-country data management training, and preparing reports on payment plans and training evaluations.
Required Qualifications: Candidates must possess a Master's degree in economics, social science, database management, data analytics, computer science, or a related field. Alternatively, a Bachelor's degree complemented with relevant industry certifications and two additional years of work experience may be considered in lieu of a Master's degree. A minimum of 5 years of experience in data and information management systems is required, along with experience in implementing cash-based assistance programs in fragile and humanitarian contexts. Familiarity with beneficiary data systems and experience working with UN agencies, particularly UNICEF, is preferred. Candidates should also have experience in mobile data collection applications and a solid command of statistical software for data analysis.
Educational Background: A Master's degree in a relevant field such as economics, social science, database management, data analytics, or computer science is required. A Bachelor's degree with relevant industry certifications and additional work experience may be accepted as an alternative. Candidates should have a strong educational background that supports their ability to manage data and information systems effectively.
Experience: The position requires a minimum of 5 years of relevant experience in data and information management systems, particularly in contexts involving multiple stakeholders. Experience in cash-based assistance programs in fragile and humanitarian settings is desirable, as is experience with beneficiary data systems at the field level. Candidates should have a proven track record of interfacing with various stakeholders and working in business operation environments, preferably with UN agencies.
Languages: Fluency in both French and English is mandatory for this position. Candidates should possess strong communication and presentation skills, with the ability to influence diverse audiences in a multicultural environment. Additional language skills may be considered an asset.

The consultant will be required to complete a profile in UNICEF's e-Recruitment system and submit academic credentials along with a financial proposal detailing costs per deliverable. UNICEF will cover travel costs and daily subsistence allowances if international travel is required. The selected candidate must have current health insurance coverage at the time of contract award. Payment will be based on the submission of satisfactory deliverables, and UNICEF reserves the right to withhold payment if standards are not met. Candidates must also confirm their fully vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
