Job Overview: The Individual Contractor for the OHRLLS data platform will play a crucial role in enhancing evidence-based policymaking through the development of a comprehensive data management system. This position involves working closely with the Director and Chief of Economic Affairs, as well as the Statistician, to ensure that the data platform meets the needs of policymakers and stakeholders. The contractor will be responsible for designing and planning the project, which includes defining requirements, creating wireframes, and setting up automation tools. Additionally, the contractor will develop both a functional internal management portal for data visualization and a public-facing platform that features interactive dashboards and real-time data. A mobile application prototype will also be created, focusing on core features and offline usability. The contractor will oversee the launch, integration, and training processes to ensure effective use of the platform.
Duties and Responsibilities: The duties and responsibilities of the Individual Contractor include:
Designing and planning the project by defining project requirements and creating wireframes.
Developing a functional internal management portal for data management and visualization.
Building a public-facing platform that includes interactive dashboards and real-time data.
Prototyping a mobile application that focuses on core features of the public portal and allows for offline use.
Integrating systems and conducting thorough testing to ensure data governance.
Training users on how to effectively utilize the new data management systems.
Performing any additional tasks assigned by the supervisor to support the project.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in computer science, data science, data engineering, or a related field. Alternatively, a first-level university degree combined with two years of relevant work experience may be accepted in lieu of the advanced degree. Additionally, candidates must have a minimum of 5 years of relevant work experience in developing data management systems for web and mobile devices, as well as experience in developing online dashboard applications and proficiency in SQL.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, data engineering, or a closely related area. In cases where candidates hold a first-level university degree, they must also have two years of relevant work experience to be considered eligible for the role.
Experience: The position requires a minimum of 5 years of relevant work experience, specifically in developing data management systems for both web and mobile platforms. Candidates should have a proven track record in creating online dashboard applications and must be proficient in SQL, which is essential for managing and querying data effectively.
