Job Overview:
The position of Consultant for Data Consolidation and Reporting is integral to the UN's efforts in advancing the Secretary-General’s reform objectives, particularly in relation to the Efficiency Roadmap. The consultant will be responsible for leading the consolidation of cross-stream data to produce comprehensive narratives for the UNSDG Chair’s report and the Secretary-General’s report on the Quadrennial Comprehensive Policy Review (QCPR) implementation. This role requires a strong focus on data analytics, information management, and the development of innovative data-centric solutions to enhance operational efficiency within the UN system. The consultant will engage with various stakeholders, oversee data collection processes, and ensure the quality and accuracy of the data utilized in reporting. The position also involves the creation of methodologies and tools that support the operationalization of the Efficiency Roadmap, thereby contributing to the UN's mission of achieving the SDGs.

Duties and Responsibilities:
The consultant will undertake a variety of duties, including but not limited to:
  • Building a consolidated Master file that integrates longitudinal, country-specific, and agency-specific data features.
  • Developing a cross-stream service catalogue mapped to the SDGs and proposing features for digitalization and learning resources.
  • Researching and proposing data-centric solutions to enhance humanitarian efficiencies in collaboration with the Self Starter CBO and Collaborative Administrative Platforms (CAPs).
  • Leading the data collection and compilation process, working closely with the Efficiency Reporting Task Team, and reviewing the contributions of junior consultants and interns.
  • Facilitating stakeholder engagement to gather insights and validate data.
  • Drafting quantitative and qualitative narratives for the UNSDG Chair’s report and the SG’s QCPR implementation report.
  • Supporting the development of guidance and processes to operationalize the Mutual Recognition enabler of the Efficiency Roadmap.
  • Creating a methodology brief for the CBO Triage tool to assess progress while ensuring alignment with existing tracking tools.
  • Leading the dissemination of Efficiency Reporting Methodology to various UN entities and regions. 1
  • Proposing innovative solutions to enhance efficiencies linked to the SDGs and the UN 80 Reform workplan.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or a related quantitative discipline. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. A minimum of five years of progressively responsible experience in data analytics, information management, or statistics is required, with seven years being necessary for candidates with a bachelor's degree. Proven experience in UN Efficiency Reporting processes and a solid understanding of the data life cycle, including collection, analysis, and visualization, is essential. Candidates should also demonstrate strong strategic efficiency innovations and data automation skills.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in a relevant field such as computer science, data science, analytics, statistics, applied mathematics, information management, or information systems. A first-level university degree may be acceptable if accompanied by additional relevant experience. This educational foundation is critical for understanding complex data systems and methodologies necessary for the role.

Experience:
The position requires a minimum of five years of progressively responsible experience in data analytics, information management, or a related field. Candidates with a bachelor's degree must have at least seven years of relevant experience. This experience should include a strong background in UN Efficiency Reporting processes, data life cycle management, and strategic innovations in data handling and automation. Familiarity with the UN development system and its reform initiatives is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as Arabic, Chinese, French, Spanish, or Russian, is considered an advantage and may enhance a candidate's application.

Additional Notes:
The expected duration of the engagement is divided into two periods: the first from November 24, 2025, to December 31, 2025, and the second from January 1, 2026, to May 30, 2026, contingent upon successful performance and availability of funds. The position is hybrid, allowing for a combination of in-office and remote work.
