Job Overview:
The Global Monitoring Framework Operationalization Consultant will play a crucial role in supporting UNICEF's strategic planning and monitoring efforts as the organization prepares for its next Strategic Plan (2026-2029). The consultant will be integral in establishing a robust data and evidence ecosystem that leverages digital technologies to enhance UNICEF's impact and accountability. This position involves maintaining and aligning the Global Monitoring Framework (GMF) indicator architecture, developing analytical products, and ensuring effective use of GMF data across various UNICEF offices. The consultant will work closely with multiple units within UNICEF to facilitate the operationalization of the GMF, contributing to both annual and quadrennial planning cycles and enhancing organizational effectiveness.

Duties and Responsibilities:
The consultant's responsibilities include supporting the technical integration of the GMF within UNICEF's enterprise systems, ensuring alignment of GMF indicators with existing data repositories, and providing technical support for annual end-year reporting processes. The consultant will also manage the GMF indicator architecture, design workflows for data collection and reporting, develop user-centric products to enhance GMF data accessibility, and engage with stakeholders to ensure system coherence. Specific deliverables include operationalizing approximately 1,500 GMF indicators, supporting the annual reporting cycles, and developing training modules and guidance documents for UNICEF teams.

Required Qualifications:
Candidates must possess an advanced university degree in Statistics, Management, Economics, Development, Sciences, Public Health, Education, or a related field. Additionally, at least 5-7 years of experience in developing and utilizing program performance indicators is required, along with experience in creating Power BI/Tableau dashboards. Familiarity with UNICEF's monitoring and evaluation frameworks, including the Global Monitoring Framework, is advantageous. Strong analytical skills and the ability to integrate multiple data sources are essential, as well as experience in user support for ICT systems.

Educational Background:
An advanced university degree in a relevant discipline such as Statistics, Management, Economics, Development, Sciences, Public Health, or Education is required for this position. This educational background is crucial for understanding the complexities of data management and analysis within UNICEF's operational framework.

Experience:
The position requires a minimum of 5-7 years of relevant experience in the development and use of program performance indicators, as well as experience in creating and utilizing data visualization tools such as Power BI or Tableau. Candidates should have a proven track record of analyzing and presenting data from various sources, demonstrating their ability to support UNICEF's monitoring and evaluation efforts effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset, particularly languages relevant to the regions in which UNICEF operates, as this can enhance communication and collaboration with diverse teams and stakeholders.
