In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Investigator position at UN Women involves conducting investigations into alleged misconduct, including fraud, corruption, harassment, and abuse of authority. The role requires the investigator to perform records checks, preliminary analyses, and reviews, and to collaborate closely with various stakeholders, including Human Resources and Legal personnel. The Investigator will report to the Head of the Internal Investigation Function (IIF) and work alongside the Director of Independent Evaluation, Audit, and Investigation Services. The position is crucial for maintaining UN Women’s integrity and governance standards, contributing to the development of investigation policies, and ensuring compliance with UN Women’s regulations and administrative instructions.
Duties and Responsibilities: The Investigator will be responsible for conducting and participating in investigations aligned with UN Women’s regulations. This includes performing preliminary assessments, gathering and analyzing evidence, interviewing witnesses and victims, and preparing detailed reports with findings and recommendations. The Investigator will also assist with annual reporting requirements, contribute to the development of investigation-related policies, and provide training and guidance on integrity and fraud prevention. Additionally, the incumbent will perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, investigation, audit/accounting, or a related area. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additional professional certifications, such as Certified Fraud Examiner (CFE), are desirable. Candidates should demonstrate strong analytical and problem-solving skills, knowledge of administrative investigations, and the ability to handle sensitive information with confidentiality.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, investigation, audit/accounting, or a related area is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional professional certifications, such as CFE, are desirable and can enhance a candidate's profile.
Experience: A minimum of two years of progressively responsible experience in conducting administrative investigation activities within an international organization is required. Candidates should have experience in investigations annual reporting and maintenance of investigation statistics. Familiarity with UN policies, procedures, and operations is desirable. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is essential. Experience with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.
Languages: Fluency in English is mandatory for this position. Good knowledge of French or Spanish is desirable, and knowledge of additional official UN languages such as Arabic, Chinese, or Russian is also considered an asset.
