Job Overview:
The Education Officer plays a crucial role in the effective implementation of NRC’s Education and Youth Programme in Tripoli, Libya. This position is responsible for supporting both formal and non-formal education initiatives, including psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (PSS), vocational training (TVET), life skills development, mentoring, and community engagement. The Education Officer ensures that all educational activities adhere to NRC’s Safe and Inclusive Programming (SIP) and Safeguarding standards, promoting quality and inclusivity in all interventions. The role involves designing, coordinating, and implementing youth activities, overseeing the day-to-day operations of education and PSS activities for both Libyan and non-Libyan children, and ensuring that the educational programs are effectively delivered and monitored. The Education Officer will work closely with the Education Project Coordinator/Team Leader and will be instrumental in achieving the program's objectives while ensuring compliance with NRC policies and guidelines.

Duties and Responsibilities:
The Education Officer's duties and responsibilities include:
  • Supporting the design, coordination, and implementation of youth activities, including vocational training (TVET), life skills, mentoring, and community engagement.
  • Overseeing the daily implementation of education and PSS activities for Libyan and non-Libyan children, ensuring adherence to NRC’s policies and guidelines.
  • Developing detailed implementation plans and ensuring timely delivery of activities.
  • Supervising, mentoring, and supporting field-based staff, facilitators, and volunteers.
  • Ensuring capacity building of project staff and transferring key skills.
  • Collecting, maintaining, and updating program data for monitoring and evaluation purposes.
  • Preparing periodic progress reports and contributing to donor and internal reporting requirements.
  • Promoting and monitoring inclusion, gender balance, safeguarding, and protection mainstreaming in all interventions.
  • Conducting regular field visits to monitor activities, provide technical guidance, and ensure compliance with SIPR standards. 1
  • Coordinating with vocational training centers, community schools, local authorities, and partners to ensure effective delivery of activities. 1
  • Facilitating SIP and safeguarding awareness sessions for beneficiaries, facilitators, and volunteers. 1
  • Supporting the visibility of the education program through documentation of success stories and achievements. 1
  • Performing other related tasks as assigned by the Education Coordinator/Manager.

Required Qualifications:
The required qualifications for the Education Officer position include:
  • A Bachelor's degree in education, social sciences, management, or a related field.
  • A minimum of 2-3 years of experience working with youth, education, and vocational training projects.
  • Previous experience in complex or volatile contexts is essential.
  • Strong documentation, reporting, and analytical skills are required.
  • Fluency in English and Arabic (both written and spoken) is mandatory, while proficiency in French is considered an asset.
  • Knowledge of NGO operations, humanitarian principles, and donor compliance is necessary.
  • Experience in community mobilization and participatory training facilitation is preferred.
  • Familiarity with child protection, safeguarding, and SIPR principles is important.
  • Solid computer skills, including proficiency in MS Word, Outlook, and Excel, are required. 1
  • Completion or willingness to complete SIP Basic Training, Safeguarding Essentials, and Referral SOP orientation is expected.

Educational Background:
Candidates applying for the Education Officer position must possess a Bachelor's degree in education, social sciences, management, or a related field. This educational background is crucial as it provides the foundational knowledge and skills necessary for effectively implementing educational programs and engaging with youth and community stakeholders. Additional certifications or training related to education, child protection, or humanitarian assistance may enhance a candidate's qualifications.

Experience:
The position requires a minimum of 2-3 years of relevant experience working with youth, education, and vocational training projects. Candidates should have a proven track record of successfully implementing educational initiatives in complex or volatile contexts, demonstrating their ability to adapt to challenging environments. Experience working directly with children and adolescents through education and psychosocial support activities is essential, as is familiarity with the specific challenges faced by youth in Libya. Candidates should also have experience in community mobilization and participatory training facilitation, which are critical for engaging effectively with local communities and stakeholders.

Languages:
Fluency in both English and Arabic is mandatory for this position, as the Education Officer will be required to communicate effectively with diverse stakeholders, including beneficiaries, community members, and colleagues. Proficiency in French is considered an asset, as it may enhance communication with certain partners and stakeholders. The ability to communicate in multiple languages will facilitate better engagement and understanding within the multicultural context of the program.

This position is based in Tripoli, Libya, and may involve travel to various project sites within the region.
