Job Overview: The position of Individual Consultant for the Development of a Five-Year Strategic Plan for the National Climate Change Resilience Management (NCCRM) is a critical role aimed at enhancing the strategic direction of climate resilience initiatives in Gambia. The consultant will be responsible for formulating a comprehensive strategic plan that outlines the vision, goals, and actionable steps for NCCRM from 2026 to 203
This involves conducting thorough assessments of current climate resilience strategies, engaging with stakeholders, and integrating best practices from global frameworks. The consultant is expected to work within a timeframe of 40 working days, ensuring that the strategic plan aligns with national priorities and international commitments on climate change. The consultant will also be required to submit proposals directly through the UNDP supplier portal, adhering to the guidelines provided.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant include but are not limited to:
Conducting a comprehensive review of existing climate resilience strategies and policies in Gambia.
Engaging with key stakeholders, including government agencies, civil society organizations, and community representatives, to gather insights and perspectives on climate resilience needs.
Analyzing data and information related to climate change impacts and vulnerabilities in Gambia.
Developing a draft Five-Year Strategic Plan that outlines objectives, strategies, and actions for NCCRM.
Facilitating workshops and consultations to validate the strategic plan with stakeholders.
Finalizing the strategic plan based on feedback received during consultations.
Preparing a presentation of the strategic plan for dissemination to relevant stakeholders.
Ensuring that the strategic plan is aligned with national and international climate change frameworks and commitments.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Proven experience in developing strategic plans, particularly in the context of climate change and resilience management.
Strong understanding of climate change issues, policies, and frameworks at both national and international levels.
Excellent analytical and research skills, with the ability to synthesize complex information into actionable strategies.
Demonstrated ability to engage and collaborate with diverse stakeholders, including government officials, NGOs, and community groups.
Strong communication skills, both written and verbal, with the ability to present ideas clearly and persuasively.
Educational Background: Candidates should have a minimum of a Master’s degree in Environmental Science, Climate Change, Public Policy, or a related field. A PhD in a relevant discipline would be an advantage. Additional certifications in project management or strategic planning would also be beneficial.
Experience: The consultant should have at least 5 years of professional experience in climate change adaptation, resilience planning, or related fields. Experience working with UN agencies or international organizations is highly desirable. Proven track record of successfully leading similar consultancy projects is essential.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Gambia would be an asset, as it may facilitate better engagement with local stakeholders.
Additional Notes: This consultancy is expected to be completed within 40 working days, with a proposal submission deadline set for November 11, 2025, at 10:07 AM New York time. The position is classified as an individual contractor role, and the consultant will be expected to work independently while adhering to the guidelines and timelines set by UNDP.
