Job Overview:
The position involves conducting a comprehensive desk-based gender analysis across the 11 thematic areas outlined in UNDP Ukraine’s Country Programme Document (CPD) for the years 2025 to 202
  • The consultant will be responsible for analyzing existing data, policies, and programs to assess the current state of gender equality and women's empowerment in Ukraine. This analysis will inform UNDP's strategies and interventions in promoting gender equality and will require a thorough understanding of gender issues in the context of Ukraine. The consultant will work under the supervision of the Thematic Lead on Gender Equality and Women’s Empowerment (GEWE) at UNDP Ukraine, ensuring that the analysis aligns with UNDP's goals and objectives.

Duties and Responsibilities:
  • Conduct a comprehensive desk review of existing literature, reports, and data related to gender equality and women's empowerment in Ukraine.
  • Analyze the findings across the 11 thematic areas specified in the CPD 2025-202
  • Identify gaps, challenges, and opportunities for enhancing gender equality within the context of UNDP's work in Ukraine.
  • Collaborate with stakeholders, including government agencies, civil society organizations, and other UN agencies, to gather relevant information and insights.
  • Prepare a detailed report summarizing the findings of the gender analysis, including recommendations for UNDP's programming and policy advocacy.
  • Present the findings to UNDP staff and relevant stakeholders, facilitating discussions on the implications for future interventions.
  • Ensure that the analysis is gender-sensitive and inclusive, considering the perspectives of diverse groups of women and men.

Required Qualifications:
  • Proven experience in conducting gender analysis and research, particularly in the context of Ukraine or similar settings.
  • Strong understanding of gender issues, policies, and frameworks at the national and international levels.
  • Excellent analytical and writing skills, with the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP's work and its approach to gender equality and women's empowerment.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master's degree in Gender Studies, Social Sciences, Development Studies, or a related field is required. A PhD in a relevant discipline would be an advantage.

Experience:
At least 5 years of professional experience in gender analysis, research, or related fields is required. Experience working with international organizations, particularly in the UN system, is highly desirable. Familiarity with the socio-political context of Ukraine and previous work on gender issues in the region will be considered an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and access to relevant documents.

The contract duration is 4 months, starting in February 202
  • This position is categorized as an Individual National Consultant service, and the consultant is expected to arrange their own working space. Payment will be made as a lump sum, linked to the deliverables outlined in the contract. The selection method will involve cumulative analysis, and proposals must be submitted directly through the UNDP supplier portal by the indicated deadline.
