DRC implements country-wide programs through six main offices and nine sub-offices across various regions including South Central Somalia, Somaliland, Puntland, and Galmudug. Job Overview:
The Head of Operations at DRC plays a crucial role in ensuring the accountability of the organization's programs in response to the humanitarian needs in Somalia. This senior position is responsible for overseeing the design and implementation of projects that significantly contribute to addressing immediate humanitarian needs during emergencies and early recovery phases. The Head of Operations is tasked with managing cross-cutting programmatic information, ensuring that assessments are conducted effectively, and that the information gathered is utilized to enhance ongoing projects. This role also involves preparing high-quality grant proposals and reports, representing the country operations to various stakeholders, including government entities and implementing partners, and supporting the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in strategic decision-making. Duties and Responsibilities:
The Head of Operations will be responsible for a wide range of duties, including but not limited to: managing Area Managers and Mobile Emergency Teams, fostering a culture of cooperation and innovation, and developing staff competencies through training and coaching. The role involves participating in strategic planning at the country level, contributing to program growth, and leading annual program portfolio analyses. The Head of Operations will also oversee program implementation, ensuring compliance with DRC and donor policies, and maintaining effective budget management. Additionally, the position requires collaboration with the Head of Programme to facilitate assessments and rapid responses in humanitarian situations, as well as representing DRC to funders and cultivating relationships with key stakeholders. Frequent travel to field sites for direct support and representation is also expected.

Required Qualifications:
Candidates for the Head of Operations position must possess a minimum of 8 years of progressively responsible experience in program management, leadership, and design, particularly in conflict or post-conflict settings. A minimum of 4 years of experience managing complex emergency operations, including at least 2 years at a senior management level, is required. Demonstrated skills in proposal and budget development, program implementation, monitoring, and evaluation are essential. Proven experience in coordinating with national governments, international and national NGO partners, and various donors is also necessary. A Master’s degree in international development, humanitarian assistance, project management, or a related field is preferred, along with previous successful experience with DRC and managing integrated programs.

Educational Background:
The educational background required for this position includes a Master’s degree in international development, humanitarian assistance, project management, or a related field. This advanced degree is essential for understanding the complexities of humanitarian operations and for effectively leading programs that address the needs of displaced populations in Somalia.

Experience:
The position requires a significant level of experience, specifically a minimum of 8 years in program management and leadership roles, with a focus on complex emergency operations. Candidates should have at least 4 years of experience managing such operations, including 2 years in a senior management capacity. This experience should encompass working in conflict or post-conflict environments, demonstrating the ability to navigate the challenges associated with humanitarian crises.

Languages:
Fluency in spoken and written English is mandatory for this position, as effective communication is crucial in a multi-stakeholder environment. Proficiency in the Somali language is preferred, as it enhances the ability to engage with local communities and stakeholders effectively.

Additional Notes:
The contract for this position is set for a duration of 12 months, classified under Management Band E. The work location is primarily in Mogadishu, with frequent travel required to various locations across Somalia. The designation of the duty station is classified as a Non-Family Duty Station, indicating that family members are not permitted to accompany the employee. The anticipated start date for this role is May 202
