Job Overview:
The WASH Officer- Engineer position is a critical role within the NRC, focusing on the implementation and management of Water, Sanitation, and Hygiene (WASH) projects. The officer will be responsible for ensuring that WASH infrastructure is designed and constructed according to the highest standards, meeting the needs of the communities served. This role involves significant fieldwork, with an expectation of 80% inter-zone travel to various locations. The officer will work closely with the WASH Project Manager to develop project plans, oversee construction activities, and ensure compliance with NRC policies and guidelines. The position requires a proactive approach to community engagement, ensuring that beneficiaries are involved in the design and delivery of WASH services. The officer will also be responsible for capacity building within the team and the community, promoting safe WASH practices, and conducting assessments to inform project implementation.

Duties and Responsibilities:
The WASH Officer- Engineer will have a comprehensive set of duties and responsibilities, including: preparing plans, designs, drawings, specifications, Bill of Quantities (BOQs), and cost estimates for WASH infrastructure projects; supervising construction works to ensure quality and compliance with project timelines; conducting water quality assessments and monitoring; coordinating with community leaders to facilitate participation; providing technical assistance to staff and contractors; preparing and submitting regular progress reports to the WASH Project Manager; and representing NRC in WASH sector meetings. The officer will also be responsible for maintaining accurate records of project activities and expenditures, liaising with other sectors and agencies, and ensuring that all project documentation is properly filed and accessible.

Required Qualifications:
Candidates for the WASH Officer- Engineer position must possess a minimum of three years of experience in monitoring and supervising WASH projects, with a strong background in water supply and sanitation infrastructure design and implementation. A university degree in Hydraulic Engineering, Water Supply and Sanitation Engineering, Civil Engineering, or a related field is required. Strong knowledge of WASH infrastructure projects, including tendering processes and construction site monitoring, is essential. Previous experience in complex and volatile contexts is highly desirable, along with report writing skills and proficiency in computer applications, particularly in word processing and spreadsheets. Familiarity with technical drawing software such as Water CAD, EPANET, and AutoCAD is also advantageous.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Hydraulic Engineering, Water Supply and Sanitation Engineering, Civil Engineering, or a directly related discipline. This educational foundation is crucial for understanding the technical aspects of WASH infrastructure design and implementation, as well as for effectively managing projects in the field.

Experience:
The position requires a minimum of three years of relevant experience in the WASH sector, particularly in monitoring and supervising projects related to water supply and sanitation. Candidates should have a proven track record of working in challenging environments and should be adept at managing multiple tasks and priorities. Experience in capacity building and training of staff and community groups is also essential, as is the ability to work independently and collaboratively within a team.

Languages:

Additional Notes:
This position is a fixed-term contract for a duration of six months, with the possibility of extension based on funding and performance.
