Job Overview: The Deputy CountryDirector – Support Services (DCD-SS) plays a critical role within the Country Senior Management Team (SMT) by providing strategic and technical leadership across Finance, HR, and Supply Chain & Operations. This position is essential for ensuring that Relief International's expanding portfolio and cross-border operations are supported by robust, compliant, and agile systems. The DCD-SS is responsible for strengthening financial integrity, building HR structures that promote accountability and staff well-being, and maintaining a resilient supply chain that enables uninterrupted humanitarian delivery across Sudan and into Chad. The role demands operational excellence, compliance with donor and organizational policies, and proactive risk mitigation to facilitate effective delivery in complex humanitarian environments.
Duties and Responsibilities: The DCD-SS will serve as a core member of the SMT, contributing to strategic decision-making, country planning, and institutional risk management. Key responsibilities include ensuring that Sudan’s operational footprint is supported by robust HR, Finance, and Supply Chain systems, leading integration between support services and program teams, and overseeing operational readiness for cross-border responses. In finance and compliance, the DCD-SS will lead financial strategy, supervise financial operations, implement cost-control mechanisms, and ensure accountability for expenditures. In human resources, the DCD-SS will ensure HR systems support mission growth, oversee recruitment and performance management, and foster an inclusive workplace culture. In supply chain and operations, the DCD-SS will provide strategic leadership, develop multi-year strategies, ensure compliance with policies, and optimize supply chain resilience. The role also involves risk management, governance, and capacity building for departmental leads and national teams.
Required Qualifications: Candidates must possess a Master’s degree in business administration, logistics, or a related field. They should have 7–10 years of senior management experience with a focus on supply chain/logistics, particularly in emergency or fragile contexts. A proven track record in risk management, donor compliance, and cross-border operations is essential, along with experience working with major donors such as USAID, ECHO, UNHCR, and the EU. Strong leadership, staff management, and interpersonal skills are required, as well as fluency in English, Arabic, and French.
Educational Background: A Master’s degree in business administration, logistics, or a related field is required for this position. This educational background is crucial for understanding the complexities of supply chain management and operational leadership in humanitarian contexts.
Experience: The position requires 7–10 years of senior management experience, specifically with a focus on supply chain and logistics in emergency or fragile contexts. Candidates should have international experience and a proven track record in risk management, donor compliance, and cross-border operations, which are critical for navigating the challenges of humanitarian work in complex environments.
Languages: Fluency in English is mandatory, while proficiency in Arabic and French is also required. These language skills are essential for effective communication in the diverse contexts in which Relief International operates, particularly in Sudan and Chad.
Additional Notes: This position is classified as a senior leadership role and requires standard pre-employment checks. The role involves 50% field travel and 50% travel between Chad and Sudan. The DCD-SS will have budget responsibilities and will report directly to the Country Director for Sudan. The position is full-time and involves significant relationship management with senior management teams, supply chain teams, and department heads.
