Job Overview: The Chargé(e) de Protection Sociale (Cash Transferts) will work under the general supervision and guidance of the Social Policy Specialist, NOC. This position involves close collaboration with other team members and various UNICEF programs. The role focuses on supporting the development and planning of cash transfer programs, providing technical assistance to the UNICEF Mauritania Country Office in its support to the government, particularly the Ministry of Social Affairs, Childhood and Family (MASEF), in implementing cash transfer programs aimed at achieving results for children and persons with disabilities. The position requires a strong emphasis on program management, monitoring, and achieving results related to cash interventions, including the design, planning, implementation, and evaluation of cash transfer activities. The incumbent will also contribute to the development of strategies related to cash transfer modalities, ensuring operational links between cash assistance supported by UNICEF and relevant social sectors, and will play a critical role in the operational planning for cash transfers for persons with disabilities.
Duties and Responsibilities:
Support the development and planning of the cash transfer program, including providing technical assistance to the UNICEF Mauritania Country Office and MASEF in implementing cash transfer programs.
Manage the program, monitor, and achieve results related to cash interventions, including developing strategies for cash transfer modalities, advising on UNICEF's strategic positioning in Mauritania, and conducting technical analyses to support cash transfer program design.
Provide technical and operational support for the implementation of cash transfer programs, including operational supervision, monitoring, and reporting on cash transfers.
Contribute to knowledge management and capacity building by developing tools for cash transfer program management, documenting processes, and training partners.
Foster partnerships and collaboration for cash transfer programs, identifying potential partnerships and advising on inter-agency collaboration in cash transfers, particularly in emergencies.
Innovate and manage knowledge to enhance the efficiency and effectiveness of cash transfer programs, ensuring alignment with government operational procedures and UNICEF's objectives.
Required Qualifications: A Master's degree in one of the following fields is required: Economics, Politics, Development, Public Health, Anthropology, Sociology, Law, Social Sciences, International Relations, Political Science, or any other relevant technical field. Candidates must demonstrate a strong commitment to achieving results within required timelines and possess a solid understanding of social protection systems, particularly in Mauritania. Familiarity with data systems for cash transfers and experience working with government partners are highly desirable. Candidates should also have proficiency in computer tools (Windows, Word, Excel, PowerPoint) and knowledge of database management and statistical software.
Educational Background: Candidates must hold a Master's degree in relevant fields such as Economics, Politics, Development, Public Health, Anthropology, Sociology, Law, Social Sciences, International Relations, Political Science, or any other relevant technical field. This educational background is essential for understanding the complexities of social protection and cash transfer programs.
Experience: A minimum of 2 years of relevant professional experience in designing, implementing, and managing social protection programs, including cash transfers, is required. Candidates should have a strong motivation to achieve results within deadlines and experience with beneficiary data systems for cash transfers or other programs. Knowledge of the social protection system in Mauritania and experience in monitoring and evaluating cash transfer programs are advantageous. Experience with the United Nations system or NGOs is also a plus.
Languages: Strong communication and writing skills in French, both oral and written, are mandatory. Knowledge of national languages and English is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.
