Job Description
Job Posting Organization:
The International Organization for Migration (IOM) was founded in 1951 and is a specialized agency of the United Nations system that focuses on migration. The IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. It provides services and advice to governments and migrants to ensure that the needs and rights of migrants are respected, and that migration is integrated into development programs. The IOM has been present in Mauritania since 2006, supporting programs related to migration governance, migrant protection, stabilization, community engagement, and resilience building in the country, while enhancing regional and international cooperation on migration issues. The IOM Mauritania is implementing, with the support of the European Union, a component of the program titled "Succeeding Together in Mauritania," which aims to improve decent job creation prospects and professional integration for young Mauritanian citizens and regular migrants in Mauritania. This program component includes improving the roles and capacities of foreign consulates and embassies in Mauritania in disseminating information to migrants about opportunities and required documentation, as well as their knowledge of migrants' rights, particularly labor rights.

Job Overview:
The consultant will work under the direct supervision of the Community Engagement Officer and the general supervision of the Chief of Mission, closely coordinating with the Governance Unit of IOM Mauritania. The consultant's primary responsibility will be to enhance the capacities of diplomatic and consular mission agents to better address the information needs of migrants. This capacity-building effort includes engaging with embassy and consulate agents to clearly define the services offered to migrants, identifying and analyzing the knowledge, attitudes, and practices of migrants regarding these services, and developing a concrete action plan that includes at least three measures to improve access to and relevance of information provided to migrants in Mauritania. Additionally, the consultant will design and facilitate a training module on communication applied to consular services.

Duties and Responsibilities:
The consultant will be required to perform the following tasks in Nouakchott: Organize consultations with embassies and consulates of the main countries of origin of migrants in Mauritania to identify the services offered to migrants; Meet with migrant communities to analyze their knowledge, attitudes, and practices regarding the services available at their countries' embassies and consulates; Develop an action plan to improve migrants' access to information about the services provided by embassies and consulates, particularly regarding documentation; Design and facilitate a two-day training module on communication applied to diplomatic and consular missions for consulate and embassy agents. The total duration of the mission is 21 days, including preparatory activities and training in Nouakchott.

Required Qualifications:
The position requires a higher university degree in Communication, Migration, International Relations, Social Sciences, or equivalent. Candidates should have at least seven (7) years of professional experience in migration issues, including communication for development. Experience in training on communication applied to consular or governmental services is essential. A deep understanding of the Mauritanian migration context is required, and prior experience working with IOM is an advantage.

Educational Background:
Candidates must possess a higher university degree in fields such as Communication, Migration, International Relations, Social Sciences, or equivalent qualifications that demonstrate their ability to perform the tasks required by the position.

Experience:
Candidates should have a minimum of seven (7) years of professional experience in migration-related issues, particularly in communication for development. Experience in training on communication applied to consular or governmental services is crucial. Familiarity with the Mauritanian migration context is necessary, and experience working with IOM is considered a strong asset.

Languages:
A perfect command of French is required for this position. Knowledge of Arabic/Hassaniya and/or local languages is a strong asset. IOM's official languages are English, French, and Spanish, and proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The activities will take place in Nouakchott. The total duration of the consultancy is 21 days, which includes preparatory work, a two-day training workshop, travel time, and post-training follow-up. Any offer made to the candidate is subject to funding confirmation. The appointment will be contingent upon certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned government, where applicable. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) free of charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases. IOM has a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background, or disabilities.
