Job Overview:
The consultant will play a pivotal role in developing a new educational module that integrates the themes of migration, environment, climate change, and risk reduction into the Master's program at the University of Nouakchott. This position requires a deep understanding of the interconnections between these areas and the ability to convey complex concepts in an accessible manner. The consultant will collaborate closely with university faculty and IOM representatives to ensure that the module is not only academically rigorous but also practically relevant. The goal is to equip students with the necessary tools to analyze and address the challenges posed by environmental changes on human mobility, thereby enhancing their capacity as future practitioners in this field. The module will consist of 37.5 hours of content, including both theoretical courses and practical exercises, and is expected to be completed by June 2026.

Duties and Responsibilities:
The consultant will be responsible for leading the design and development of the new module, ensuring that it is evidence-based and contextually relevant. Key responsibilities include:
  • Conducting a needs assessment to identify the specific requirements of the University of Nouakchott regarding migration, environment, climate change, and risk reduction.
  • Collaborating with university and IOM partners to design the module content, ensuring a balance between theoretical knowledge and practical exercises.
  • Organizing feedback and review sessions throughout the development process to ensure continuous improvement.
  • Delivering high-quality teaching materials and a comprehensive guide for the module.
  • Maintaining clear communication with all stakeholders and ensuring that all outputs are accessible in both English and French.
  • Preparing and submitting all required deliverables according to the established timeline, including drafts and final versions of the module materials.

Required Qualifications:
Candidates must possess an advanced university degree from an accredited institution, preferably in environmental studies, social sciences, or international development. Additionally, they should have demonstrated knowledge and a minimum of 6 years of experience in research and/or policy development related to migration, environment, climate change, and disaster risk reduction. Experience in developing educational modules for universities is also essential. Strong organizational skills, the ability to work independently, and proficiency in Microsoft Office applications are required. Excellent written and oral communication skills in both English and French are mandatory, with the ability to engage a diverse audience effectively.

Educational Background:
An advanced university degree in a relevant field such as environmental studies, social sciences, international development, political science, or related disciplines is required. A completed master’s degree is essential, and additional qualifications in migration, environment, or disaster risk reduction will be considered an asset.

Experience:
The position requires a minimum of 6 years of relevant experience as a practitioner in research and/or policy development, particularly in the African context. Candidates should have a proven track record of working on issues related to migration, environment, climate change, and disaster risk reduction, as well as experience in developing educational content for academic institutions.

Languages:
Fluency in French is required, with a good level of proficiency in English being highly desirable. The ability to communicate effectively in both languages is essential for the role, as the materials and communication will need to cater to a bilingual audience.

Additional Notes:
The consultancy is subject to funding confirmation and will require the selected candidate to be medically fit for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues. The consultant will need to provide proof of personal medical insurance for non-occupational accidents or illnesses. The intellectual property of the developed materials will belong to IOM and the University of Nouakchott, and the consultant's name will be acknowledged in the module development.
