Job Overview:
The HR Manager for the Staff Support Unit (SSU) will play a pivotal role in managing the unit that serves as a central resource for staff during the HQ Efficiency Initiative (HQEI) transition. This position involves leading a team that provides timely support to staff and divisions on various HR matters arising from the change management process. The HR Manager will be responsible for establishing systems and workflows to ensure effective communication and coordination among different stakeholders, including DHR section chiefs and other divisions. The role requires a strong understanding of the organization's objectives and challenges, enabling the HR Manager to offer strategic solutions and support. The position is crucial for maintaining a people-centered approach to staff support and ensuring that services align with the Staff Support Strategy.

Duties and Responsibilities:
  • Lead and manage the Staff Support Unit (SSU) team to provide comprehensive support to staff during the HQEI transition.
  • Establish and maintain effective communication channels and workflows to ensure timely updates and information sharing.
  • Collaborate with various stakeholders, including DHR section chiefs and divisions, to address staff matters and provide guidance.
  • Develop and implement policies and procedures related to staff support and change management.
  • Monitor and evaluate the effectiveness of the SSU's services and make necessary adjustments to improve outcomes.
  • Provide career guidance and advice to staff on mitigation procedures and available resources.
  • Prepare regular reports on staff matters and escalate issues to DHR or UNICEF Senior Leadership as needed.
  • Ensure that the SSU's services are aligned with UNICEF's mission and values, promoting a culture of care and respect.

Required Qualifications:
  • A Master's degree or equivalent (Advanced University Degree) in Human Resources Management, Psychology, Social Science, Business Management, International Relations, or a related field.
  • A minimum of eight years of progressively responsible professional experience in human resource management, preferably within an international organization or large corporation.
  • Strong skills in change management, analytical problem-solving, and staff support.
  • Proven ability to work collaboratively with diverse teams and stakeholders.
  • Excellent communication and interpersonal skills, with a focus on building partnerships and fostering a positive work environment.

Educational Background:
Candidates must possess a Master's degree or an equivalent advanced university degree in a relevant field such as Human Resources Management, Psychology, Social Science, Business Management, or International Relations. This educational background is essential for understanding the complexities of human resource management and the specific challenges faced in international organizations like UNICEF.

Experience:
The position requires a minimum of eight years of increasingly responsible professional experience in human resource management. This experience should ideally be within an international organization or a large corporation, providing the candidate with a solid understanding of HR practices and policies in a global context. Experience in managing change processes and supporting staff through transitions is particularly valuable.

Languages:
Proficiency in English is mandatory for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset.
