Job Overview:
The Human Resources Officer position is part of the Common Back Office (CBO) initiative, which aims to streamline operational areas of participating UN agencies by harmonizing procedures and consolidating support services at the country level. This role is crucial in supporting the CBO Manager in rolling out agreed HR services in accordance with the Memorandum of Understanding (MoU) and service level agreements (SLAs). The officer will be responsible for coordinating various HR functions, including vacancy announcements, applicant screening, interview processes, and onboarding of new hires. The position requires a proactive approach to ensure that HR services align with the business needs of the requesting UN entities, thereby enhancing the overall effectiveness and quality of these services. The officer will also engage in data analysis to support service delivery and contribute to the continuous improvement of HR processes within the CBO framework.

Duties and Responsibilities:
The Human Resources Officer will undertake a variety of duties, including but not limited to: supporting the CBO’s HR operational activities in alignment with the business needs of UN entities; acting as the focal point for queries from participating UN entities regarding CBO policies and procedures; conducting straightforward data analysis to support service delivery; developing and implementing effective recruitment strategies; collaborating with UN entities on vacancy announcements and applicant screening; obtaining approvals for interview lists and conducting interview assessments; performing verification, screening, and reference checks; coordinating with the UN-wide HR Work Group; contributing to the alignment of HR services with Work Group goals; analyzing and improving recruitment metrics; preparing regular reports for participating UN entities; collating data for accurate and timely reporting; participating in training and learning opportunities; and contributing to the development of systems and processes for better monitoring and reporting on HR service lines.

Required Qualifications:
Candidates must possess a university degree in Human Resources or a closely related field. Additional professional training in customer service is highly desirable. The role requires a minimum of 6 years of experience in similar positions, particularly in client service roles related to talent sourcing and recruitment administration within a multicultural environment. Candidates should demonstrate a strong understanding of human resource management principles and the ability to provide tailored HR guidance to various stakeholders. Experience with talent acquisition systems and HR recruitment metrics is essential, along with a customer-centric approach to handling client issues and building effective relationships.

Educational Background:
The educational requirement for this position includes a university degree in Human Resources or a closely related field. Additional qualifications or certifications in human resources management, customer service, or related areas would be advantageous and enhance a candidate's profile for this role.

Experience:
The ideal candidate should have at least 6 years of relevant experience in human resources, specifically in talent sourcing and recruitment administration. This experience should be gained in a dynamic and multicultural environment, demonstrating the ability to manage client service roles effectively. Candidates should have a proven track record of providing HR guidance and support to diverse stakeholders, showcasing their capability to navigate complex organizational contexts and challenges.

Languages:
