Job Overview: The Project Development Officer will play a crucial role in supporting the mission’s resource mobilization, external and donor liaison, project development, and fundraising activities. This position requires a proactive individual who can provide technical guidance and administrative support for the development of projects, concept notes, and appeals. The officer will be responsible for monitoring and following up on the development of new IOM projects and funding opportunities within the mission. The role also involves collaborating with various units within the mission, regional office, and headquarters to activate projects and develop strategic documents. The Project Development Officer will be expected to maintain contacts and networks with donors and partners, ensuring effective communication and collaboration to address resource capacities and gaps in project development. Additionally, the officer will draft donor reports, coordinate inputs for information requests, and assist in expanding the IOM donor base by researching funding trends. This position requires a strong commitment to the mission's objectives and the ability to work under pressure while maintaining high standards of professionalism.
Duties and Responsibilities:
Provide technical guidance, inputs, and information to support the development of projects, concept notes, and appeals, and monitor the development of new IOM projects and funding opportunities within the mission.
Support project activation activities in collaboration with relevant units in the mission, regional office, and headquarters.
Provide technical input to support the development of strategic documents for the mission.
Research, draft, and submit other documents necessary for project development and donor liaison purposes.
Maintain contacts and networks with donors and partners, and project managers to discuss resource capacities and gaps in project development.
Draft donor reports in coordination with project teams and reporting officers, ensuring alignment with donor and IOM guidelines.
Provide and coordinate inputs for information requests from Headquarters, the Regional Office, and external partners.
Develop and maintain donor profiles and guidance notes on donor priorities.
Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends. 1
Undertake duty travel relating to project assessments as required. 1
Perform other related duties as assigned.
Required Qualifications: The ideal candidate should possess a Master’s degree in Political or Social Science, International Relations, Economic Development, Humanitarian Affairs, Project Management, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Candidates should demonstrate a strong understanding of project development and management, particularly in humanitarian and migration-related activities, as well as experience in complex project implementation, budget drafting, research, report writing, and liaison with governments and international agencies.
Educational Background: Candidates must have a Master’s degree in a relevant field such as Political or Social Science, International Relations, Economic Development, Humanitarian Affairs, or Project Management from an accredited institution. Alternatively, a University degree in these fields with additional years of relevant experience is acceptable. This educational background is essential for understanding the complexities of migration and humanitarian issues that the IOM addresses.
Experience: Candidates should have a minimum of two years of relevant professional experience in project development and project management, particularly in humanitarian and migration-related activities. Experience in complex project implementation, budget drafting, research, report writing, and liaising with governments and international agencies is crucial. Additionally, familiarity with project planning, scheduling, and resource deployment is required, along with experience in evaluation and assessment.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of Arabic is considered an advantage. IOM’s official languages include English, French, and Spanish, and all staff members are expected to be fluent in at least one of these languages. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract, with an initial duration of 6 months, extendable up to 9 months. The recruitment is for a professional level position, and candidates must be mobile and willing to undertake duty travel as required. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment is subject to medical fitness certification, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
