Job Overview: The Mobile Humanitarian Access and Safety Officer plays a crucial role in ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of NRC staff and operations in the field. This position is designed to support the implementation of NRC's Humanitarian Access and Safety (HAS) policies and procedures, ensuring that humanitarian assistance is delivered safely and effectively. The officer will be responsible for monitoring the security situation in the area, conducting risk assessments, and developing strategies to mitigate risks associated with humanitarian operations. The role requires a strong understanding of the local context, including potential threats and challenges to access, and the ability to communicate effectively with various stakeholders, including local authorities and other NGOs. The officer will also be involved in training staff on safety and security protocols, ensuring that all personnel are well-prepared to operate in potentially hazardous environments. This position demands a proactive approach to problem-solving and the ability to adapt to changing circumstances in the field.
Duties and Responsibilities: The Mobile Humanitarian Access and Safety Officer will have a wide range of responsibilities, including but not limited to: supporting the implementation of NRC's Global HAS Management System at the area level; preparing and executing area/field office-focused elements of the HAS Operational Plan; contributing to a culture of safe and principled humanitarian response; developing area/field-level HAS documents such as contingency plans and access strategies; supervising HAS Assistants and providing performance feedback; maintaining an understanding of the humanitarian context and briefing management on security developments; assisting with Security Risk Assessments and access assessments; conducting training for staff on safety and security topics; liaising with UN agencies, NGOs, and local authorities to share security information; ensuring adherence to NRC policies and procedures; preparing and facilitating HAS induction sessions for staff; conducting site assessments for new rental premises; monitoring vehicle and staff movements; facilitating training for the correct use of communication devices; and promoting safeguarding principles within NRC and the communities served.
Required Qualifications: Candidates for the Mobile Humanitarian Access and Safety Officer position should possess a minimum of two years of relevant experience in humanitarian or development operations. A foundational understanding of humanitarian principles and their application in programmatic and advocacy responses is essential, along with knowledge of NGO safety and risk management. Previous experience working in complex contexts is highly desirable. Proficiency in MS Office applications, including Word and Excel, is required. Candidates must also demonstrate strong communication skills and the ability to work effectively in a team environment.
Educational Background: A relevant educational background is required for this position, typically including a degree in a field related to humanitarian studies, international relations, security management, or a similar discipline. Additional certifications or training in safety and security management, humanitarian access, or related areas would be advantageous and may enhance a candidate's suitability for the role.
Experience: The ideal candidate should have at least two years of experience in humanitarian or development operations, with a proven track record of working in challenging environments. Experience in security risk management, humanitarian access, and liaising with communities and authorities is crucial. Candidates should also have experience in conducting training and capacity-building initiatives, as well as familiarity with the operational context in South Sudan or similar settings.
Languages: Proficiency in English is mandatory, both written and verbal. Working proficiency in Arabic is considered an added value, as it enhances communication with local communities and authorities. Candidates should be able to demonstrate their language skills effectively in both formal and informal settings, ensuring clear and respectful communication with all stakeholders involved in humanitarian operations.
Additional Notes: This position is classified as a resident role with a fixed-term contract for 12 months, renewable based on funding and performance. The role requires significant travel, approximately 80%, to various project locations within South Sudan.
