Job Overview:
The HR / Finance Analyst position is a critical role within the UNFPA Country Office in Juba, South Sudan. This position is designed to strengthen the operations unit by managing all human resources functions and overseeing the administration assistant responsible for HR tasks. The HR/Finance Analyst will work under the supervision of the International Operations Manager and in coordination with the UNFPA Representative and Deputy Representative. The role encompasses the transparent implementation of HR strategies, effective delivery of HR services, and management of the HR Unit. The analyst will also handle budget management and financial reporting, serving as a level two Approving Officer. This dual focus on HR and finance requires a collaborative, client-oriented approach to address complex HR and financial issues while maintaining high staff morale and operational efficiency.

Duties and Responsibilities:
The HR / Finance Analyst will be responsible for a comprehensive set of duties, including but not limited to:
  • Implementation of HR strategies and policies, ensuring compliance with UNFPA rules and regulations, and establishing internal procedures for HR management.
  • Effective human resources management, including recruitment processes, contract management, and oversight of HR data and transactions.
  • Staff performance management and career development, facilitating knowledge sharing and training for staff on HR issues.
  • Operational and financial management strategies, ensuring compliance with financial activities and internal controls.
  • Budget management, including tracking and reporting on budget utilization, identifying spending trends, and ensuring compliance with corporate guidelines.
  • Control over CO accounts, monitoring balances, managing petty cash accounts, and coordinating annual accounts closure exercises.
  • Continuous analysis and research on HR policies and financial regulations to provide solutions to complex issues.

Required Qualifications:
Candidates must possess a completed Advanced university degree (Masters Degree or equivalent) in Human Resources, Finance, Business Management, or related fields. Additionally, certifications in Finance and Accounting such as CPA, CFA, CMA, or ACCA are considered advantageous. The role requires a strong understanding of HR and financial management principles, as well as the ability to navigate complex regulatory environments. Candidates should demonstrate sound judgment, initiative, and the ability to work harmoniously with diverse teams. A commitment to ethical practices and a willingness to work in challenging environments are essential.

Educational Background:
The educational requirements for this position include an Advanced university degree (Masters Degree or equivalent) in relevant fields such as Human Resources, Finance, or Business Management. Additional certifications in finance and accounting, such as CPA, CFA, CMA, or ACCA, are highly desirable and will enhance a candidate's qualifications for the role.

Experience:
The HR / Finance Analyst position requires at least 2 years of relevant experience in similar capacities. Prior experience in developing countries is considered an asset, as it provides valuable insights into the unique challenges faced in such environments. Candidates should have a proven track record of managing HR functions and financial reporting, demonstrating the ability to work effectively under pressure and adapt to changing demands.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of another UN language is considered an asset and may enhance a candidate's competitiveness for the role.
