Job Overview:
The IT Solutions Officer (SCOPE) will play a crucial role in leading the implementation, expansion, and assurance of Digital Assistance Services (DAS) within WFP operations in South Sudan. This position requires a strategic alignment with WFP’s digital transformation roadmap and operational integration with cooperating partners. The incumbent will be responsible for ensuring the effective utilization of digital tools such as SCOPE, CODA, Partner Connect, and SugarCRM, which are essential for beneficiary management and payment processes. The role demands collaboration with various stakeholders, including field teams, global support teams, and external partners, to enhance operational efficiency and accountability in line with the Country Strategic Plan (CSP). The IT Solutions Officer will also be tasked with capacity-building initiatives to strengthen the digital literacy of WFP staff and partners, ensuring that the organization remains at the forefront of digital innovation in humanitarian assistance.

Duties and Responsibilities:
  • Manage the implementation and lifecycle of WFP Corporate Digital Tools across all operations and cooperating partners, ensuring operationalization and interoperability of digital tools for beneficiary registration and entitlement delivery.
  • Serve as the focal point for digital assistance coordination across various functional units within WFP South Sudan, collaborating with teams in Programme, CBT, Nutrition, Supply Chain, RAM, Finance, and MEAL.
  • Liaise with global and regional teams to address technical issues related to digital tools, ensuring compliance with global assurance and data protection requirements.
  • Review Field Level Agreements (FLAs) to integrate digital assistance requirements and data management standards.
  • Analyze ICT needs for DAS implementation and develop costed workplans, overseeing risk management and quality assurance processes.
  • Design and deliver capacity-building plans for WFP and partner staff, providing mentorship and technical supervision to newly recruited officers.
  • Prepare operational updates, progress reports, and audit responses related to digital tools performance.
  • Identify and pilot innovative digital solutions to enhance beneficiary management and accountability.
  • Perform any other duties assigned by the supervisor.

Required Qualifications:
Candidates must possess a strong background in digital systems implementation, with demonstrated leadership in managing corporate-level digital systems. Proven experience in coordinating large-scale digital assistance operations involving multiple stakeholders is essential. Candidates should have a deep understanding of Cash-Based Transfers, Identity Management, and related processes, along with knowledge of assurance frameworks and data protection policies. Strong communication and collaboration skills are necessary to work effectively with diverse teams and partners.

Educational Background:
An advanced university degree in Information Systems, Computer Science, Information Technology, Data Science, or a related field is required. Alternatively, a first university degree with additional years of relevant work experience may be considered sufficient.

Experience:
Candidates with a master's degree should have a minimum of 3 years of progressive experience in digital systems implementation, preferably in complex emergency settings. Those with a bachelor's degree must have at least 5 years of relevant experience. Previous experience in emergency support operations and/or in hardship duty stations is essential for this role.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is an International Consultancy (CST level-I) with a duration of 11 months. The role is full-time and based in Juba, South Sudan.
