Job Overview:
The Data Manager Officer position is crucial for enhancing the integration of humanitarian and development data systems in South Sudan. This role involves creating a comprehensive dataset and a user-friendly Power BI dashboard that consolidates various data sources, including humanitarian needs, development indicators, and peacebuilding metrics. The officer will work under the supervision of the Head of Integrated Office, contributing to the alignment of humanitarian and development interventions, thereby improving evidence-based decision-making for national leadership and donor confidence. The position requires a strategic approach to data management, ensuring that the developed tools are sustainable and can be maintained by future data officers. The officer will also engage in stakeholder consultations to gather insights and feedback, ensuring that the final products meet the needs of various users.

Duties and Responsibilities:
The Data Manager Officer will be responsible for several key tasks, including:
  • Developing an inception report that outlines the methodology and work plan for the project.
  • Conducting a mapping report to identify existing humanitarian, development, and peace data systems.
  • Drafting the architecture and framework for data integration, including establishing metadata standards.
  • Creating a prototype of the complementary Power BI dashboard and dataset.
  • Developing a prioritization tool for the development side, including methodologies for weighting and scoring.
  • Summarizing stakeholder consultations to incorporate feedback into the project.
  • Producing a final version of the Power BI dashboard, complete with user and administrator modules.
  • Conducting training and capacity-building sessions for relevant stakeholders to ensure effective use of the dashboard and data systems.
  • Establishing a mechanism for easy access to complementary datasets that can be sustainably maintained.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or higher) in Data Science, Information Systems, Statistics, Development Studies, or a related field. Additional certifications or training in data visualization, geospatial analysis, or results-based management (RBM) are desirable. A minimum of 5 years of progressively responsible experience in designing, managing, and integrating humanitarian and development data systems is required, preferably within the UN system or an international development context. Proven experience in data integration across multiple platforms, including the development of metadata standards and data governance frameworks, is essential. Candidates should also demonstrate expertise in data visualization and dashboard development using tools like Power BI or Tableau, including advanced skills in DAX and relational data modeling.

Educational Background:
The position requires an advanced university degree (master’s or higher) in relevant fields such as Data Science, Information Systems, Statistics, or Development Studies. Additional training or certifications in areas like data visualization or geospatial analysis are considered advantageous, as they enhance the candidate's ability to perform the job effectively.

Experience:
The ideal candidate should have at least 5 years of progressively responsible experience in the field of data management, specifically in designing and integrating humanitarian and development data systems. Experience within the UN system or in an international development context is highly preferred. Candidates should have a strong background in data integration and interoperability, as well as experience in developing prioritization tools or composite indices.

Languages:
Fluency in written and oral English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
