Job Description

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, established to support the successful implementation of peacebuilding, humanitarian, and development projects globally. With a workforce of over 6,000 personnel across 80 countries, UNOPS provides sustainable project management, procurement, and infrastructure services to various governments, donors, and UN organizations. The Horn of Africa Multi-Country Office (HAMCO) focuses on enhancing visibility and operational excellence in development projects across Ethiopia, Sudan, South Sudan, and Djibouti, collaborating with diverse partners to implement around 1,000 projects at any given time.

Job Overview:
The Project Management Officer (PMO) will be based in Juba, South Sudan, and is responsible for equipping the South Sudan Office under HAMCO with the necessary structures, tools, and techniques to ensure effective program and project management. The PMO will support the South Sudan Programme Leadership Team in improving local office practices, ensuring that corporate project management policies are adhered to, and providing overall project assurance capacity. The role includes planning and portfolio support, delivery support, and the application of best practices in project management, ensuring that the office is focused on the right projects and delivering them effectively.

Duties and Responsibilities:
The PMO will have a wide range of responsibilities, including:
  • Development & Planning: Supporting project management teams in implementing standards and best practices, coordinating the development and tracking of plans, and assisting in the establishment of resource tracking systems.
  • Monitoring, Evaluation & Reporting: Ensuring regular project reports are issued, facilitating the implementation of corporate standards, and monitoring project health against key performance indicators.
  • Quality Assurance: Working with internal audit and finance to ensure compliance with audit requirements, contributing to quality reviews of project documents, and assisting in knowledge management efforts.
  • Stakeholder Engagement: Developing stakeholder management and communication plans, coordinating internal communications, and monitoring the effectiveness of these communications.
  • Knowledge Management & Innovation: Supporting the improvement of local hub practices, conducting capacity building activities, and sharing best practices within the PM community.

Required Qualifications:
Candidates must possess a Master’s Degree in Project Management, Business Administration, International Relations, or related fields. A first-level university degree combined with two years of relevant experience may be accepted in lieu of an advanced degree. PRINCE2 Practitioner Certification is highly desirable, and MPS certification is an advantage. Candidates should have a minimum of two years of relevant professional experience in project management, particularly in a PMO environment, and experience with data analysis and project management tools is required.

Educational Background:
A Master’s Degree in Project Management, Business Administration, International Relations, or related fields is required. Alternatively, a Bachelor's Degree combined with two years of relevant experience may be accepted. Certification in PRINCE2 is highly desirable, and MPS certification is an advantage.

Experience:
A minimum of two years of relevant and progressive professional experience in project management is required, specifically in the implementation and oversight of programs and projects. Experience working in a PMO environment and with data analysis and management reporting is also required.

Languages:
Fluency in English, both written and spoken, is mandatory. Knowledge of one or more additional official UN languages is considered an advantage.

Additional Notes:
This position is a Local Individual Contractor Agreement (LICA) at level LICA/ICS -8, with an ongoing contract subject to organizational requirements, availability of funds, and satisfactory performance. The position is only open to South Sudanese nationals.
