Job Overview:
The Human Resources Officer (Talent Management) position at WFP is designed to support the delivery of professional, client-focused Talent Management services. The role involves partnering with managers to implement HR solutions that align with WFP's corporate priorities. The officer will be responsible for various HR functions, including talent acquisition, performance management, and learning and development activities. The position requires a proactive approach to understanding the needs of managers and staff, ensuring that policies and procedures are effectively communicated and applied. The officer will also contribute to the management of employment relationships, administer conditions of service, and support staff capability building by organizing development solutions tailored to individual skills and business requirements. This role is crucial in building talent within WFP, ensuring that the organization recruits, retains, and develops a high-caliber workforce to meet its strategic goals.

Duties and Responsibilities:
The Human Resources Officer will have a range of key accountabilities, including but not limited to: supporting talent acquisition processes, managing performance evaluations, and facilitating learning and development initiatives that align with business needs. The officer will respond to HR-related queries from managers and staff, ensuring that they have access to the necessary policies, procedures, and tools. Additionally, the officer will contribute to the effective management of employment relationships by administering contracts and entitlements. The role also involves collaborating with managers to identify skills gaps and organizing training solutions to equip staff with the necessary competencies. The officer will support organizational design activities, helping senior management define job structures and allocate personnel effectively. Furthermore, the officer will collate HR data and prepare reports to support informed decision-making across the organization, conducting data analysis under the guidance of senior HR staff as needed.

Required Qualifications:
Candidates for the Human Resources Officer position must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience or training may be acceptable. The role requires a strong understanding of HR best practices and processes, as well as the ability to support less experienced team members. Candidates should demonstrate strong analytical skills, proficiency in data management, and the ability to prepare reports that inform HR activities. Knowledge of UN/WFP specific processes and systems is highly desirable, along with the ability to communicate effectively with a diverse range of individuals.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Human Resource Management, Public or Business Administration, or Industrial Psychology. A first university degree may be acceptable if accompanied by significant relevant work experience or specialized training. Continuous professional development and training in HR practices are also beneficial for candidates seeking this role.

Experience:
The position requires at least one year of postgraduate professional experience in Human Resources, particularly within the context of international humanitarian development. Candidates should have experience responding to HR inquiries, providing coaching or training to new staff, and supporting various activities throughout the employment lifecycle, including recruitment, performance management, and learning and development initiatives. Experience in administrative support within a country office environment is also valuable.

Languages:
Fluency in English is mandatory, with a level C proficiency required. If the duty station's language differs from English, fluency in that language is also necessary. Knowledge of additional languages is considered an asset and may enhance a candidate's profile.

This position is based in Yangon, Myanmar, and is offered as a Fixed Term Contract for a duration of 12 months.
