Job Overview:
The Project Integration Specialist Consultant will play a crucial role in the efficient implementation of the project titled 'Agreements, processes, and tools to move towards a climate-resilient society in El Salvador.' This project is framed within the Readiness program of the Green Climate Fund (GCF) and aims to strengthen institutional engagement and capacities to plan, finance, implement, monitor, and report strategic adaptation processes, considering stakeholders at multiple levels. The consultant will work closely with the National Project Coordinator and will be responsible for developing and refining project work plans, optimizing budget allocation, and streamlining procurement strategies. The consultant will also monitor project activities, identify corrective measures, and provide technical expertise for communication inputs on climate change adaptation documents. The role requires collaboration with various stakeholders, including government entities, civil society organizations, and private sector partners, to ensure alignment with budgetary constraints and project timelines. The consultant will oversee project documentation and manage critical processes to achieve project milestones efficiently. The position is full-time, requiring 40 hours of work per week, and will be based in San Salvador, El Salvador.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including:
  • Collaborating with the National Project Coordinator to develop and refine project work plans, optimize budget allocation, and streamline procurement strategies.
  • Monitoring progress of project activities and identifying corrective measures to overcome operational constraints.
  • Contributing to the preparation, monitoring, and evaluation of compliance with the Procurement Plan, Implementation Plan, and project budget.
  • Providing technical expertise to generate relevant communication inputs on the NAP portfolio websites and preparing, publishing, and disseminating relevant policy and climate change adaptation documents.
  • Engaging with key national and international stakeholders to design and enhance project activities.
  • Overseeing project documentation and managing critical processes to ensure timely achievement of project milestones.
  • Providing guidance and expertise in the recruitment and hiring of consultants and procurement of goods and services.
  • Conducting field missions for the dissemination of relevant information on climate change adaptation.
  • Collaborating with the PMU to identify opportunities for mainstreaming adaptation planning at the municipal level. 1
  • Conducting the collection of information for determining financing options for the implementation of the NAP and thematic plans.

Required Qualifications:
The position requires a Bachelor’s degree in business/public administration, finance, accounting, industrial engineering, or any other related field. Additionally, candidates should have three years of relevant working experience in project management, project support, or operational tasks. Previous experience with budget management and financial reports is desirable, as is experience in planning, implementation, or monitoring of national or sectorial plans related to climate change or the environment. Experience with international cooperation agencies or the United Nations System is also desirable. Candidates should possess proficiency in MS Office applications and have the ability to communicate complex issues effectively to various audiences. Strong analytical and critical thinking skills regarding financial and administrative management are essential, along with excellent interpersonal communication skills and experience in stakeholder engagement.

Educational Background:
Candidates must hold a Bachelor’s degree in a relevant field such as business/public administration, finance, accounting, or industrial engineering. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to perform the tasks required for the position effectively.

Experience:
The position requires a minimum of three years of relevant working experience in project management, project support, or operational tasks. Candidates should have experience in budget management and financial reporting, as well as in planning, implementation, or monitoring of national or sectorial plans related to climate change or the environment. Previous experience with international cooperation agencies or the United Nations System is also highly desirable, as it indicates familiarity with the operational context and expectations of such organizations.

Languages:
Fluency in Spanish and English is required for this position. The ability to communicate effectively in both languages is essential for engaging with diverse stakeholders and ensuring that project objectives are met. While additional languages may be beneficial, they are not specified as mandatory for this role.

The position is full-time, requiring 40 hours of work per week, and is expected to last for a duration of 9 months. The consultant will be based in the Ministry of Environment and Natural Resources (MARN) in San Salvador, El Salvador, and may need to travel for consultation processes.
