Job Overview: The position of National Consultant for Climate and Emergencies at WFP involves supporting the design, implementation, and monitoring of projects related to climate change adaptation, climate risk management, emergency preparedness and response, and assistance to populations in human mobility. The consultant will work closely with the WFP Climate and Resilience team and cross-functional technical teams to ensure that interventions are relevant, innovative, and aligned with WFP's strategic priorities and national and international frameworks. The role is crucial in addressing the challenges posed by climate change, which exacerbates food insecurity and malnutrition, particularly among vulnerable populations. The consultant will be expected to contribute to the development of tools and guidelines that enhance the capacity of WFP teams and partners in implementing climate-related activities, emergency responses, and support for displaced populations.
Duties and Responsibilities: The main responsibilities of the National Consultant include designing, implementing, and monitoring projects in the areas of climate change, emergency preparedness and response, and human mobility, ensuring coherence with WFP's strategic framework and the specific needs of El Salvador. The consultant will provide technical advice and recommendations for integrating climate, emergency, and human mobility approaches into the Country Strategic Plan (CSP) and government policies/programs. They will lead initial analyses, needs assessments, and institutional mappings for project and policy design in the mentioned areas. Additionally, the consultant will facilitate coordination with government partners, NGOs, the private sector, and communities, promoting the integration of resilience, protection, and support for vulnerable populations. They will also develop tools, guides, and approaches to strengthen the capacity of WFP teams and cooperating partners in implementing climate, emergency, and human mobility activities. The consultant will coordinate processes for identifying and mobilizing climate and emergency funding opportunities, including proposal writing and concept notes. Furthermore, they will ensure the incorporation of robust monitoring and evaluation systems, including specific indicators and reports for human mobility, in close collaboration with various WFP teams. Documenting and disseminating best practices, lessons learned, and information products for the promotion, replication, and scaling of successful interventions will also be part of their responsibilities.
Required Qualifications: Candidates must possess a solid understanding of the impact of climate change and emergencies on security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, and human mobility, as well as interventions for adaptation and response. Knowledge of global and regional climate policy frameworks and human mobility mechanisms is essential, along with experience in Latin American contexts, preferably in Central America. Strong analytical, synthesis, and writing skills are required to produce reports, proposals, and communication products. Interpersonal and coordination skills are necessary for teamwork and collaboration with diverse stakeholders. Proactivity, autonomy, and organizational skills are crucial for meeting commitments and deadlines, as is the ability to work under pressure. Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook) is also required, along with experience in budget execution and analysis and report generation.
Educational Background: A minimum of a master's degree in International Relations, Economics, Social Sciences, International Development, or related fields is required. A higher degree in related areas is desirable. Candidates must have a complete command of both Spanish and English, as these languages are essential for effective communication and documentation in the role.
Experience: The position requires a strong background in understanding the effects of climate change and emergencies on food security, nutrition, and human mobility, along with experience in adaptation and response interventions. Familiarity with climate financing mechanisms and emergency response frameworks is important. Experience working in Latin America, particularly in Central America, is preferred. Candidates should demonstrate analytical and writing skills for producing reports and proposals, as well as interpersonal skills for effective teamwork and coordination with various stakeholders. The ability to work autonomously and manage multiple tasks under pressure is also essential.
Languages: Fluency in both English and Spanish is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is complete command of these two languages to ensure effective communication and collaboration within the organization and with external partners.
