Job Overview: The position of Consultor/a nacional en Alimentación Escolar involves supporting the design, implementation, monitoring, and strengthening of school feeding programs that are sensitive to nutrition. The role requires ensuring the integration of innovative, inclusive, and evidence-based approaches aligned with WFP's strategic priorities, national and international frameworks, and the specific needs of El Salvador. The consultant will lead the strategy and design of the school feeding program, including objectives, activities, transfer modalities, monitoring and evaluation, rations, and operational aspects. This position is crucial for informing the expansion of the program and developing new activities in line with WFP's national strategy and the practical realities of field operations. The consultant will also provide guidance to government partners and stakeholders to achieve objectives that strengthen the school feeding program, ensuring coherence with WFP policies and the local context.
Duties and Responsibilities: The main responsibilities of the position include leading and strengthening the school feeding program strategy and design, advising on policy and operational issues for program implementation, providing guidance to government and partners, redefining roles and responsibilities in collaboration with key stakeholders, supporting coordination with UN agencies and NGOs, contributing to operational research and evidence generation, coordinating distribution planning and operational procedures, monitoring resource distribution and management, mapping actors and developing a credible network of contacts, strengthening local procurement programs, supporting capacity-building activities for partners and school staff, leading and developing a high-performing team, and maintaining ongoing communication for negotiations. Additional tasks may be assigned as required.
Required Qualifications: Candidates must possess a comprehensive understanding of school feeding and nutrition policy frameworks at global and regional levels, along with experience in project management, execution, and monitoring, particularly in school feeding, nutrition, and child development. Strong analytical, synthesis, and writing skills are essential for producing reports and proposals. Interpersonal and coordination skills are necessary for effective teamwork and collaboration with diverse stakeholders. Proactivity, autonomy, and organizational skills are crucial for meeting commitments and deadlines, as well as the ability to work under pressure. Proficiency in Windows and MS Office applications is required, along with experience in budget planning, execution, analysis, and reporting.
Educational Background: A minimum of a master's degree in Nutrition, Public Health, Education, International Relations, Social Sciences, International Development, or related fields is required. A bachelor's degree in a relevant field may be considered with additional experience. Candidates must have a complete command of both Spanish and English, both oral and written.
Experience: Candidates should have at least 3 to 5 years of experience in managing, executing, and monitoring projects, preferably with a focus on school feeding, nutrition, and child development. Experience in Latin American contexts, particularly in Central America, is preferred. Familiarity with financing mechanisms for school feeding and nutrition programs, as well as experience in facilitating workshops and training sessions, is desirable.
Languages: Fluency in both English and Spanish is mandatory, with strong oral and written communication skills in both languages. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: This position is available only to Salvadoran citizens and foreigners with a valid work permit in El Salvador. The contract is for a duration of 11 months under a Special Services Agreement (SSA8) level. The position is full-time, and candidates are encouraged to apply regardless of their background.
