In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The consultant will provide strategic leadership and oversight for the Women's Economic Empowerment (WEE) communications portfolio at UN Women. This role involves developing and implementing a cohesive communications strategy that aligns with the organization's goals and enhances engagement with diverse stakeholders, including governments, civil society organizations, and the private sector. The consultant will lead a team of junior communications consultants, ensuring quality assurance across all communication outputs and fostering impactful engagement both internally and externally. The position requires a hands-on approach to develop, plan, and implement effective communications plans, particularly in the context of women's economic empowerment initiatives.

Duties and Responsibilities:
  • Lead the design and implementation of the WEE Communications Strategy and annual work plan, ensuring alignment with the central ROAP Communications Strategy.
  • Mentor and build the capacity of the WEE communications team, establishing streamlined workflows and fostering professional development.
  • Act as a strategic advisor to the WEE leadership team on communication matters, including proactive positioning and risk management.
  • Serve as the primary liaison with the ROAP Communications unit and HQ, representing the WEE team in high-level regional planning meetings.
  • Drive the conceptualization and strategic direction of quarterly regional campaigns, coordinating with Country Office leads.
  • Design and implement an innovative social media and digital strategy, focusing on analytics and audience growth.
  • Lead communication and partnership support for the Gender Action Lab (GAL), cultivating strategic communications partnerships with media organizations and private sector partners.
  • Provide strategic communications leadership for key donor-funded projects, ensuring high-level partner engagement and visibility requirements are met.

Required Qualifications:
  • Proven experience in communications strategy development and implementation.
  • Strong judgment in reputational risk and crisis communications.
  • Ability to shape and optimize social media strategies for diverse channels.
  • Experience managing digital communication channels, particularly social media.
  • Understanding of current trends in digital communication and social media engagement.
  • Strong organizational skills and attention to detail, with the ability to prioritize tasks effectively.
  • Experience in leading teams in a pragmatic and hands-on manner, with the ability to work independently and manage time effectively.

Educational Background:
A Master’s degree or equivalent in digital communications, educational technology, journalism, public relations, or related fields is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of professional experience in strategic communications, advocacy, and online communications is required. Knowledge and expertise in UN Women’s mandate areas is a distinct advantage, as is experience working with the UN and in multicultural environments. Familiarity with graphic design and online applications development is also beneficial.

Languages:
Strong proficiency in English is mandatory, with excellent writing and editing skills. Proficiency in other UN languages is considered an asset, enhancing communication capabilities within diverse contexts.

  • The consultant may need to travel within the Asia-Pacific region as required by the Regional Lead. Travel arrangements will be managed by UN Women in accordance with their travel policy.
