Job Overview: The Regional Labour Mobility Officer will play a crucial role in the Labour Mobility Unit of the IOM Regional Office for Asia and the Pacific. This position is vital in addressing the unique migration dynamics of the Asia-Pacific region, where one in every three international migrants globally originates. The officer will provide technical support to promote inclusive and rights-based labour mobility frameworks, contributing to regional programme development, capacity building, and stakeholder coordination. The successful candidate will be responsible for enhancing the contribution of labour migration to sustainable development, supporting the development and implementation of regional labour mobility programmes, and providing operational guidance to Country Offices on labour mobility and social inclusion issues. The role also involves reviewing and coordinating inputs to project proposals and reports, contributing to capacity-building efforts, and supporting partnerships with strategic actors to enhance labour migration governance.
Duties and Responsibilities: The duties and responsibilities of the Regional Labour Mobility Officer include:
Providing technical support to promote inclusive and rights-based labour mobility frameworks.
Supporting regional programme development and capacity building initiatives.
Coordinating stakeholder engagement to enhance the contribution of labour migration to sustainable development.
Offering operational guidance to Country Offices on labour mobility and social inclusion issues.
Reviewing, editing, and coordinating inputs to project proposals, reports, and other documents referred from Country Offices to the Labour Mobility Unit for approval.
Contributing to capacity-building efforts for government, civil society, and private sector actors on labour migration governance and protection mechanisms.
Providing technical inputs and coordination support for the development of national migration policies and labour mobility strategies.
Contributing to knowledge management efforts by documenting and promoting best practices and lessons learned.
Supporting partnerships-building initiatives with regional organizations, governments, private sector, and civil society. 1
Assisting in resource mobilization efforts and donor engagement for labour migration programming. 1
Actively participating in conferences, workshops, and meetings related to labour mobility. 1
Coordinating the recruitment process, supervision, and training of incoming interns into the Labour Mobility Unit. 1
Undertaking duty travel as required to support programme implementation and stakeholder engagement. 1
Assisting in coordinating the activities of the Labour Mobility Unit in the absence of the Senior Regional Labour Mobility Specialist. 1
Performing other duties as assigned.
Required Qualifications: The required qualifications for the Regional Labour Mobility Officer position include:
A Master’s degree in social sciences, International Relations, Economics, Law, or a related field from an accredited academic institution with at least 2 years of relevant professional experience; or a Bachelor’s degree in the same fields with at least 4 years of relevant professional experience.
Proven experience supporting policy dialogue with regional organizations, UN agencies, and national governments.
Experience in designing and delivering training workshops.
Work experience in Asia and/or the Pacific is highly desirable.
A good understanding of global and regional labour migration trends and familiarity with regional labour mobility schemes relevant to the Asia-Pacific region.
Educational Background: Candidates must possess a Master’s degree in social sciences, International Relations, Economics, Law, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in the aforementioned fields is acceptable if accompanied by 4 years of relevant professional experience. The educational background should provide a solid foundation for understanding the complexities of labour migration and its governance.
Experience: The position requires a minimum of 2 years of relevant professional experience for candidates with a Master’s degree, or 4 years for those with a Bachelor’s degree. Candidates should have experience in labour migration and human development programming, as well as experience supporting policy dialogue with regional organizations, UN agencies, and national governments. Additionally, experience in designing and delivering training workshops is essential, along with work experience in the Asia-Pacific region.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for 1 year with the possibility of extension. It is classified at the P-2 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. The recruitment process is expedited and not open to external applicants. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
